Position Overview:
MassCEC seeks a motivated and organized candidate to join the Clean Transportation team as a Program Manager. The Program Manager will play a key role in new program development, management of ongoing programs to guarantee successful rollout, stakeholder engagement, and oversight of administrative staff.
This position will develop and adapt clean transportation program designs incorporating state equity goals with a primary focus area in school bus electrification. In addition, the role will serve as advisor for transportation grantees and contractors, ensuring constructive feedback from awarded projects. MassCEC expects the responsibilities of this position to evolve and expand as MassCEC develops and initiates future clean transportation programs.
The Program Manager's job responsibilities consist of a range of activities to support program objectives, including supporting development of new programs, outreach to industry stakeholders and the public, coordination of and participation in review of applications, oversight of contracting processes, management of ongoing grants, stakeholder workshops, managing training initiatives, and research and analysis for MassCEC programs and other funding solicitations. The Program Manager will also serve a key role as the primary stakeholder contact during solicitations, contracting, and award management stages of these programs. As such, the Program Manager must demonstrate excellent communication skills with external stakeholders and a keen ability to track the details of complex, ongoing, multi-party projects.
The Program Manager will report to the Senior Program Manager but will also provide support for other members of the Program team. The position may also provide support across MassCEC's focus areas (Offshore Wind, Net Zero Grid, Technology-to-Market, Workforce Development, High Performance Buildings), depending on the needs of the organization. The successful Program Manager will also work collaboratively with Finance, Legal, Communications, Senior Management, and other program staff.
Job Duties
The selected candidate will have specific duties to, at a minimum:
- Provide comprehensive support to coordinate the day-to-day activities of MassCEC programs, including:
- Review applications and proposals for compliance with program requirements;
- Provide timely responses to inquiries from applicants, potential applicants, awardees, state agencies, and other program stakeholders;
- Draft programmatic requirements for grantee and consultant contracts;
- Alert team members to potential problems and work cooperatively with the program team and relevant stakeholders to ensure prompt resolutions;
- Maintain detailed databases and supporting files on specific programs, including tracking files and key business documents, including project and program metrics, and ensure proper processing and archiving; and
- Record and maintain awards, deliverables and invoices in the award management system, assisting project teams to monitor their contracts and awards, ensure project/contract integrity, and track results.
- Support the development and modifications of MassCEC programs, funding solicitations, workshops, training series, and related program development work, including:
- Conducting research; supporting stakeholder outreach; supporting concept development, reviews and revisions; drafting program solicitations and requirements; identifying performance measures and other tracking;
- Support for program team, including convening meetings, maintaining internal schedules, development steps, and external communications;
- Proactively review, adjust, and enhance existing program administration workflow and tools in response to program design changes or opportunities for operating efficiency;
- Track and research previous successful clean transportation programs and initiatives and outreach to understand what worked, what didn't and what can be improved; and
- Conduct analysis to determine the effectiveness of programs and awards, and report key findings to Senior Program Director, MassCEC Board of Directors and stakeholders.
- Organize and participate in stakeholder meetings with consultants, developers, manufacturers, skilled trades, community-based organizations, and other industry members.
- Engage with counterparts in state agencies on program development, industry feedback, project takeaways, and strategic outreach to target populations.
- Engage and maintain relationships with non-profits and community-based organizations to effectively embed inclusive feedback into program structures.
- Work with the communications team to update program information on the website and send emails about program updates to stakeholders.
- Directly supervise Program Administrators, temporary staff and/or interns to both delegate tasks and foster professional growth.
- Monitor project schedules and run reports to track project status, results, and internal operating efficiency.
- Assist in budget development and monitoring the budgets of each projects
- Attend stakeholder meetings, external meetings, and other events to develop and maintain awareness of MassCEC clean transportation programs.
Position Qualifications:
Education:
- Bachelor's degree, preferably in energy policy, economics, business management, environmental science/studies, economics, urban planning, engineering or related field.
Experience:
- 3+ years of experience in program management and administration.
- Experience with project or program management, particularly around effective team communication, prioritization, and management.
- 3+ years of experience using the Microsoft Suite in a work setting.
- Experience in the public sector, renewable energy industry, or grant administration a plus.
- Experience with stakeholder engagement and outreach. Experience engaging with under-represented communities a plus.
Knowledge, Skills, and Abilities:
- Analytical mindset with rigorous attention to detail;
- Well-developed customer service skills and proficient organizational skills;
- Keen understanding of prioritization and an ability to work on multiple projects under tight deadlines effectively;
- Demonstrated ability to get up-to-speed quickly and work independently;
- Excellent problem-resolution skills, and demonstrated ability to make informed decisions;
- Team-first attitude and the capacity to be flexible in a dynamic work environment;
- Demonstrated ability to work with internal and external stakeholders, and cultivate appropriate relationships;
- Working knowledge of basic accounting and payment processing (budgets, invoices, etc.) preferred;
- Ability to read and absorb complex contracts, polices, rules, etc. and extract the information needed to ensure compliance with each;
- Strong mastery of Excel with an ability to explain graphic information effectively;
- Demonstrated ability to manage and support junior staff a plus;
- Excellent interpersonal, diplomatic, and verbal/written communication skills; and
- Experience with making cross-functional decisions impacting business processes and results.
- Experience working with electric vehicles and associated electric vehicle supply equipment (EVSE), school business officials, or public procurement for school districts is a plus.
