Job Summary

This position will lead a team of staff administering Office of Cannabis Management (OCM) grant programs such as: CANNGROW and CANNRENEW. This position will develop and implement strategies to ensure the timely and efficient distribution of state grant funds in accordance with state laws and regulations. Additionally, this position will direct the development, implementation, and communication of policies and procedures related to grants administration for OCM and will engage with state administrators and grant staff to ensure an equity centered grants program that is also compliant with Minnesota's grant standards and practices.

This position is located in St. Paul and will be expected to report to the office three days per week and can telework two days per week.

Qualifications
Minimum Qualifications

  • Four years of experience performing grants, contract, project, and/or program management or administration.
  • A degree in Public Policy, Business Administration, Public Administration or related field may substitute for experience as follows: A Bachelor's degree will substitute for one year of experience and a Master's degree will substitute for 18 months of experience.
  • Prior supervisory or lead work experience.
  • Experience writing grant applications, administering grants and identifying opportunities for creative financing of projects.
  • Ability to manage program budgets.
    Ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment.
Preferred Qualifications
  • Demonstrated knowledge of Minnesota Office of Grants Management policies and guidelines.
  • Knowledge of social equity, diversity equity and inclusion and affirmative action concepts.
  • Experience conducting outreach and engagement with community groups.

The Office of Cannabis Management (OCM) is the primary regulatory office for the state's new and expanding cannabis industry (including the new adult-use market, the Medical Cannabis Program, and existing hemp-derived cannabinoid products).
