The Town of Horizon City is seeking a highly motivated and detail-oriented Project Manager to oversee and coordinate the planning, execution, and completion of capital improvement projects and other key municipal initiatives. This position reports directly to the Planning Director and plays a vital role in supporting the City's infrastructure growth, public works development, and long-term planning objectives.

Essential Duties and Responsibilities

  • Manage the full lifecycle of capital improvement projects, including roadways, drainage systems, public facilities, and utility infrastructure.
  • Coordinate with consultants, contractors, engineers, and internal departments to ensure timely and on-budget project delivery.
  • Develop project scopes, budgets, schedules, and procurement documents.
  • Develop detailed project plans, timelines, and milestones to ensure projects are delivered on time and within budget.
  • Monitor construction activities and ensure compliance with all applicable codes, specifications, and safety regulations.
  • Review, analyze, and provide comments on technical drawings, contracts, and specifications to confirm accuracy, compliance, and alignment with project goals.
  • Coordinate and participate in inspections and quality checks with the Public Works Director and Building Official to verify work aligns with approved documents and project specifications.
  • Coordinate labor, equipment, and materials to support project efficiency and minimize delays.
  • Identify potential risks, develop mitigation strategies, and proactively resolve project challenges.
  • Track project performance, prepare progress reports, and present updates to the City Council, Mayor and other stakeholders.
  • Assist with grant applications, cost estimates, and contract negotiations as needed.
  • Lead and support other municipal projects as assigned by the Planning Director.
  • Provide technical guidance and oversight for multiple projects running concurrently.
  • Ensure alignment of project goals with Horizon City's strategic plans and community needs.
  • Serve as the primary point of contact on CIP projects, providing regular updates and reports to management, stakeholders, and governing bodies.
  • Project Closeout – Oversee final inspections, ensure proper documentation, and deliver completed projects with all records, permits, and approvals in place.
  • Process zoning and subdivision applications.
  • Supervise, train, and mentor staff, fostering collaboration across departments, consultants, and contractors.
  • Manage and apply for grants.
  • Performs additional duties as assigned by the Planning Director.

Minimum Job Requirements

  • Bachelor's degree in Civil Engineering, Urban Planning, Construction Management, Public Administration, or a related field.
  • Minimum of 3–5 years of project management experience, preferably in municipal or capital improvement projects.
  • Strong knowledge of construction standards, municipal procurement procedures, and capital project financing.
  • Proficiency in project management tools, Microsoft Office Suite, and project scheduling software (e.g., MS Project or similar).
  • Excellent organizational, communication, and leadership skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Valid Texas driver's license.

Preferred Qualifications

  • Professional certifications such as PMP (Project Management Professional), PE (Professional Engineer), or AICP (American Institute of Certified Planners).
  • Experience working with local governments or public sector entities.
  • Experience in working with and preparing TXDOT, FHWA, USDOT, FTA, FEMA, MPO and HUD grants/grant applications.
  • Familiarity with Texas municipal laws and capital planning procedures.

Knowledge, Skills and Abilities

  • Application of comprehensive knowledge of civil engineering principles, standards, and practices as they relate to public works, transportation infrastructures and control systems, federal, state, and local safety, environmental compliance and protection, and other pertinent codes, regulations, and mandates.
  • Application of comprehensive knowledge of methods, materials, tools, and equipment used in public works, design, construction, compliance and inspections.
  • Application of considerable knowledge of project management, budgeting, cost estimating, scheduling, forecasting, personnel rules and regulations, and supervisory techniques.
  • Application of good knowledge of computer software programs affecting assigned work and in compiling, preparing, and monitoring schedules, budgets, deliverable status for submittals or requests for information, status presentations, spreadsheets, and other related reports.
  • Application of good knowledge of public relations practices to respond to inquiries and complaints effectively in writing or in person.
  • Ability to work independently with minimal direction to successfully complete assigned tasks, projects, and programs.
  • Ability to provide technical expertise and assistance in administering the project management functions for a variety of programs and projects.
  • Application of considerable knowledge of urban planning principles, practices and methods.
  • Application of considerable knowledge of development review, development process and use law.
  • Ability to collect, analyze, and interpret data pertaining to capital planning.
  • Application of good knowledge of urban design and site design principles and practices.
  • Interpret and explain city ordinances and policies, review site plans and analyze potential impact.
  • Application of good knowledge of applicable federal, state, and local laws and ordinances.
  • Application of some knowledge of geographic information system (GIS).
