Pathways is hiring a Task Order Manager/Deputy Task Order Manager to oversee critical program management office (PMO) projects for a portfolio of work focused on healthcare digital services, communications, and training.
Job Purpose:
We are seeking an experienced and dedicated Task Order Manager/Deputy Task Order Manager to support the Department of Veterans Affairs. You will have specific programmatic and/or technical experience to manage initiatives and projects aimed at developing, enhancing, and deploying digital health and telehealth capabilities across the enterprise, into homes, and for increased end user adoption.
In this role you are responsible for organizing, directing, and managing all aspects of contract operational support functions, involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations. You provide overall direction of program activities as well as manage and maintain contractor interface with the senior levels of the customer's organization. You consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations. As the Task Order Manager/Deputy Task Order Manager, you establish and maintain technical and financial reports to show progress of projects to management and customers, organizes and assigns responsibilities to subordinates and oversees the successful completion of all assigned tasks. This position may require supervisory responsibilities.
This role will work with other Task Order Managers/Deputy Task Order Managers and team members to lead and manage complex, fast paced enterprise-level projects in the areas of strategy, process engineering, product deployment, digital app development, schedule management, and adoption/change management efforts for digital health initiatives.
Duties & Responsibilities:
- Lead process engineering efforts to ensure digital health solutions are integrated with existing healthcare processes, technology platforms, and workflows.
- Develop project schedules and manage project timelines to ensure timely delivery of digital health solutions, collaborating with the customer and other contractors.
- Lead adoption and change management efforts to ensure successful deployment and adoption of digital health solutions.
- Manage the efforts of cross-functional teams including healthcare providers, IT, and external vendors.
- Manage cross-functional and matrixed team members, fostering collaboration, and ensuring effective communication and coordination across teams to achieve project objectives.
- Perform day-to-day management of overall program and initiative support operations, involving multiple projects and groups of personnel at multiple locations.
- Organize, direct, and coordinate the planning and production of contract support activities.
- Develop and maintain relationships with key stakeholders, product vendors, and other contractors.
- Manage communications to key stakeholders, customers, oversight, and other stakeholders.
- Stay up to date with emerging digital health technologies and trends and provide recommendations for their integration into the healthcare system.
Minimum Qualifications:
- Master's Degree with 4+ years of relevant experience.
- Eight additional years of relevant experience and a bachelor's degree can be substituted for the master's degree at the discretion of the employer.
- Program management, product management and/or technical leadership experience in digital health products and technologies (including mobile health applications, healthcare web applications, enterprise-level health applications used in clinical workflows, telehealth equipment and products, remote monitoring technologies, or health data collection tools) or in launching and operating enterprise-level telehealth or home health programs.
- Proven ability managing complex projects and teams simultaneously.
- Excellent customer relationship management, communication, and customer service skills.
- Experience with process engineering and project management methodologies.
- Strong understanding of healthcare systems and clinical workflows.
- Experience across the digital health solution lifecycle, including product management, technology development, change management or adoption of digital health solutions.
- Strong interpersonal and communication skills to facilitate collaboration and effective coordination among cross-functional teams.
- Ability to navigate and resolve conflicts that may arise within a matrixed team structure.
- Demonstrated ability to effectively delegate tasks, provide guidance, and promote a positive team environment.
- Experience in stakeholder management and building productive relationships with team members from various departments, companies, or disciplines.
- Motivated, hard-working self-starter who is organized, consistent, persistent, and able to achieve results and develop solution options for program issues independently.
- MS Office suite skills (Excel, Word, PowerPoint, Project, Visio, Outlook, etc.).
Preferred Qualifications:
- Master's Degree with 6+ years of relevant experience.
- Designing, launching, expanding, or operationalizing an enterprise-level telehealth or digital health program, services, and /or technical ecosystem in a government, commercial, non-profit, or academic setting.
- Have experience managing VA Programs, or non-VA digital health products and/or program.
- Project Management Professional (PMP) or similar certification.
- Experience working with government agencies or in the health care industry.
- Familiarity with Agile project management methodologies.
- Experience in managing virtual or telehealth projects.
- Ability to craft and enforce a contract quality control program, ensuring all deliverables meet required quality standards.
- Demonstrated written and oral communication skills.
Work Environment and Physical Requirements:
Prolonged periods sitting at a desk and working on a computer. Must be able to lift up to 15 pounds.
Travel: depending on client requirements, expect up to 25% travel time for the position.
