Overview

The Manager-WWTP Maintenance directs, manages, and oversees all waste water treatment plant maintenance for the Dallas Water Utilities. Monitors permitting, quality standards, and overall efficiency of maintenance standards and staff.

Essential Functions

1 Manages, directs, and leads all operations and activities of the waste water maintenance staff; organizes, plans, staffs, directs, and controls maintenance, repair, and actions taken to ensure the effective operations of the treatment plant and its facilities.

2 Manages the hiring and performance evaluation procedures for the department; approves and enforces discipline, verifies and approves time, manages service contracts, equipment, and technology and facilitates departmental success and effective service and maintenance delivery; hears and resolves grievances and implements disciplinary actions when necessary.

3 Develops and implements long range plans, programs, and schedules for the preventative and corrective maintenance activities for the waste water plant and facilities; determines goals and objectives needing emphasis; directs and coordinates work through supervisors and provides coaching, advice, counsel, or technical direction as needed; prioritizes tasks, schedules and assigns maintenance requests, and ensures that crews and staff are completing work on schedule, and have clear performance expectations.

4 Manages, evaluates, and oversees the plant performance and services delivery; performs corrective maintenance on plant equipment and provides expert troubleshooting for complex motor control systems; ensures necessary equipment is available and used properly and that all maintenance activities are done according to permitting requirements, standards, and system specifications.

5 Directs and coordinates maintenance activities with contractors, vendors, and other trades within the plant or other city departments to ensure efficient work; participates in and conducts various staff and out-of-service meetings where maintenance management is planned to ensure equipment availability, reliability, and capacity in support of overall plant management objective.

6 Develops and implements budget for department and operations; inspects work, audits activities, and identifies equipment that needs to be procured; creates budget to meet needs in the most cost-effective manner and acquires parts and materials to meet the maintenance needs of the wastewater treatment plant facilities.

7 Performs inspections and walk-throughs to check and evaluate equipment for problems or failures; provides direction, recommendations, and solutions to resolve maintenance issues.

8 Finds and implements methods to improve production or effectiveness; oversees the inspection of plant procedures, meter operations, and customer service.

9 Performs any and all other work as needed or assigned.

Knowledge and Skills

1 Knowledge of departmental management.

2 Knowledge of Water and Wastewater systems and general equipment, facilities, and plant maintenance.

3 Knowledge, use, and care of hand and power tools.

4 Knowledge of water and wastewater mains and facilities.

5 Ability to prioritize work, provide training, and facilitate efficient service delivery.

6 Ability to follow and give oral and written instructions and read charts and maintain written records.

7 Ability to participate in budget development, procurement activities, and inventory management.

8 Ability to perform a variety of manual labor for extended periods.

9 Ability to lift and work with heavy equipment.

10 Ability to maintain record keeping or work log system.

11 Communicating effectively verbally and in writing

12 Establishing and maintaining effective working relationships.

MINIMUM QUALIFICATIONS

EDUCATION:

  • High school diploma or GED.

EXPERIENCE:

  • Eight (8) years of experience in repair/maintenance of heavy water/ sewage plant mechanical/electrical equipment.

AND

  • Two (2) years supervisory or project management experience. (This experience may be included in the experience listed above.)

EQUIVALENCIES:

  • Associate degree in any field plus six (6) years of the required experience including two (2) years supervisory or project management responsibilities will meet the education and experience requirements.
  • Bachelor's degree (or higher) in an engineering, business or environmental science field plus four (4) years of the required experience including two (2) years supervisory or project management responsibilities will meet the education and experience requirements.
  • Bachelor's degree (or higher) in a non-specified field plus six (6) years of the required experience including two (2) years supervisory or project management responsibilities will meet the education and experience requirements.

LICENSE:

  • Valid driver's license with good driving record.

OTHER REQUIREMENTS:

  • Subject to inclement weather and twenty-four (24) hour emergency callouts.

Salary Range

$70, $87,600.93

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
