The National Security Analysis Department (NSAD) conducts analyses of critical challenges to US national security using techniques from multiple disciplines. The Concepts and Assessments group (JCA) in NSAD aims to sharpen national security decision-making by providing independent, adversary-informed analysis that integrates operational realities, strategic context, and policy nuance with the disruptive impact of emerging technologies. We conduct methodologically-grounded analyses that challenge assumptions, evaluates or develops concepts, and investigates operational implications—giving senior decision-makers a clear view of risks, opportunities, and trade-offs. Examples of the types of problems that NSAD and JCA addresses include:

  • How might a new adversary capability change the way U.S. forces operate?
  • How can emerging technologies, such as artificial intelligence and data analytics, be used to create more adaptive manpower and personnel policies in the military?
  • How can the intelligence community better gather and analyze data about critical supply chains?
  • How might the incorporation of artificial intelligence (AI) technologies change the way the military operates?
  • How should the military services make investment decisions about emerging technologies?
  • In what ways do new technologies challenge existing laws and policies (e.g. legal consideration for autonomous systems), and how can tech-driven analysis shape responses to these policy challenges?
  • How can internationally observed cyber norms improve relationships with our adversaries?
  • What time critical targeting capabilities enable deterrence?
  • How can we better understand whether implementation of a new technology will be escalatory in the view of our adversaries?
Qualifications

You meet our minimum qualifications for the job if you...

  • Are pursuing a Bachelor's, Master's, or PhD degree in Political Science, Economics, History, International Studies, Intelligence Studies, Psychology, Operations Analysis, Engineering, Mathematics, Statistics, Physical Sciences (Physics, Chemistry, Biology, etc.) or other relevant disciplines.
  • Knowledge of quantitative research methods, data visualization techniques, or qualitative research methods.
  • Have a minimum 3.0 GPA on a 4.0 scale.
  • Have excellent oral and written communication skills to include giving analytical and research briefings.
  • Takes initiative and is self-directed.
  • Have a curiosity and appetite for exploring and solving hard problems.
  • Are able to obtain a Secret security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

You'll go above and beyond our minimum requirements if you have… 

  • Experience working with government, particularly with the Department of Defense or the Intelligence Community.
  • Have experience analyzing emerging technologies, military capabilities and operations, and/or artificial intelligence.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
