GENERAL DESCRIPTION OF WORK:
The Construction Project Manager I is responsible for managing and overseeing construction projects from pre-bid through closeout. This position plays a key role in ensuring project quality, cost control, schedule adherence, and compliance with all contractual and safety requirements. The Construction Project Manager I provides leadership and technical expertise in construction management, quality assurance, and documentation control. This includes developing and maintaining standardized policies, procedures, and checklists to ensure consistent, high-quality project delivery across all construction programs. The role also coordinates closely with project engineers and other project managers while managing complex or high-value construction projects directly.
ESSENTIAL FUNCTIONS:
Develop, implement, and maintain standardized procedures, templates, and checklists for construction documentation and quality control across all projects.
Ensure that project documentation complies with VIA's procurement and design standards and aligns with best practices in construction management.
Oversee and review construction bid documents, including plans, specifications, independent cost estimates, schedules, bid forms, permits, and change management documentation.
Serve as lead construction manager for assigned projects, managing daily activities between contractors, consultants, and VIA staff to ensure projects are delivered safely, on schedule, and within budget.
Conduct regular site visits to monitor construction progress, safety compliance, workmanship, and adherence to contract documents.
Chair regular construction meetings (weekly or biweekly), prepare meeting agendas and minutes, and lead issue resolution and coordination efforts.
Monitor progress using current construction management software and maintain detailed photographic and written documentation of construction activities.
Prepare, maintain, and update project schedules using Critical Path Method (CPM) and Gantt chart techniques.
Track project milestones, review contractor schedules, and assess recovery plans as needed.
Provide accurate and timely project reports for VIA leadership, including progress updates, risk assessments, and cost/schedule forecasts.
Review and evaluate Requests for Information (RFis), submittals, and change order proposals.
Negotiate cost proposals and schedule adjustments in coordination with project managers and consultants .
Strive to minimize change orders through proactive review of design documents and early identification of constructability issues.
Ensure compliance with contractual requirements and technical specifications .
Serve as the primary point of contact for contractors, consultants, and internal stakeholders during construction.
Participate in pre-bid, pre-construction, and project closeout meetings.
Coordinating project interfaces with local municipalities, building officials, utilities, and other agencies as required.
Support engineering staff by providing guidance on construction best practices, materials, documentation, and safety standards.
Ensure that all construction activities are performed in accordance with OSHA standards, VIA safety policies, and applicable regulations .
Promote a culture of safety, quality, and accountability on all project sites.
Immediately identify and report unsafe conditions or practices and, when necessary, stop work to prevent potential hazards
This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor's degree in construction management, Civil Engineering, Architecture, or a related field and four (4) years of progressively responsible experience in construction management or engineering, including direct field management of large-scale or complex construction projects. Experience may be substituted in lieu of education on a year-for-year basis for up to four years.
PREFERRED QUALIFICATIONS:
Experience in public sector or transportation infrastructure projects.
Professional Engineer (PE) or Project Management Professional certification.
ADDITIONAL REQUIREMENTS:
Strong knowledge of construction project management principles, methods, and technologies.
Proficient in contract administration, cost control, risk management, and scheduling (CPM).
Proficiency in project management and construction management software (e.g . , MS Project Primavera P6, Autodesk Construction Cloud, or equivalent).
Excellent written and verbal communication, negotiation, and presentation skills.
Ability to interpret complex construction drawings, specifications, and technical data.
Strong analytical and problem-solving abilities with sound professional judgment.
Ability to establish and maintain effective working relationships across all organizational levels and with external partners.
Demonstrated ability to manage multiple priorities and meet deadlines in a fast-paced environment.
Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:
Physical ability required to be mobile, bend, stoop, stand, reach, and occasionally lift 5-25 pounds of objects, such as files, equipment and supplies, and books.
Must be able to wear required personal protective equipment (PPE) and navigate active construction sites.
WORK ENVIRONMENTS:
Works out of the field office of assigned projects.
Work may involve exposure to varied weather conditions, noise, and physical activity typical of a construction environment.
Occasional irregular hours.
