The Procurement Lead is responsible for monitoring and guiding the organization's procurement activities to ensure cost-effective and timely acquisition of goods and services. This role involves developing sourcing strategies, managing vendor relationships, negotiating contracts, and ensuring compliance with company policies and industry regulations. The Procurement Lead collaborates closely with internal departments to forecast needs, reduce supply chain risks, and drive continuous improvement in procurement processes.

Duties/Responsibilities:

  • Develop and implement the project-specific procurement execution plan (PEP).
  • Define procurement schedules, milestones, and deliverables aligned with project timelines.
  • Coordinate with engineering, project controls, and construction to identify long-lead materials and critical procurement items.
  • Establish procurement budgets and ensure alignment with project cost forecasts.
  • Identify, evaluate, and prequalify suppliers and subcontractors based on technical capability, quality, safety, and financial stability.
  • Develop bid lists in coordination with corporate supply chain and project teams.
  • Solicit competitive bids in accordance with company policies and client requirements.
  • Lead commercial bid evaluations (CBE) and support technical bid evaluations (TBE) with engineering teams.
  • Conduct supplier clarifications, negotiations, and final price alignment.
  • Prepare and issue recommendations for award (RFA/RFQ summaries) to project management.
  • Draft, review, and issue purchase orders and subcontracts in compliance with contract requirements.
  • Monitor supplier performance and ensure compliance with scope, cost, schedule, and quality requirements.
  • Coordinate change orders, amendments, and variations as necessary.
  • Manage supplier documentation deliverables (drawings, data sheets, warranties, test reports, etc.).
  • Track material deliveries and proactively resolve logistics or schedule constraints.
  • Interface with Engineering, Construction, and Quality teams to confirm technical compliance and on-site readiness.
  • Maintain alignment between procurement progress and overall project schedule.
  • Support material expedition and ensure timely delivery to site or fabrication facilities.
  • Participate in regular project progress meetings and report on procurement status, risks, and mitigations.
  • Develop and maintain strong relationships with key suppliers and subcontractors.
  • Lead performance reviews and post-project supplier evaluations.
  • Support supplier development and qualification initiatives to enhance future procurement efficiency.
  • Ensure all procurement activities are executed in accordance with company policies, client specifications, and regulatory standards.
  • Maintain complete and accurate procurement files in the project's document control system.
  • Support audits and compliance reviews as required by project or corporate governance.
  • Supervise and mentor Buyers, Expeditors, and Procurement Coordinators assigned to the project.
  • Provide guidance on procurement best practices and contract risk management.
  • Coordinate with corporate procurement to leverage volume discounts and master agreements.

Knowledge/Skills/Abilities:

  • Knowledge of procurement processes & supply chain fundamentals.
  • Strong understanding of contract law, compliance, and risk management.
  • Proficiency in procurement software and ERP systems.
  • Strong negotiation, analytical, and communication skills.
  • Ability to carry out financial analyses, evaluations, and recommendations.
  • Ability to manage time efficiently and adapt quickly to changing priorities.
  • Familiarity with supplier markets and experience with strategic sourcing practices.
  • Experience in sourcing materials with a technical focus within the solar, substation, or storage sectors is a plus.
  • Skilled in leading teams and cross-functional initiatives.

Education/Experience:

  • Bachelor's degree in Business, Sales, Supply Chain Management, Purchasing, Construction Management, Engineering or related field; combination of relevant education and experience considered in lieu of degree.
  • Minimum of 5 years of experience in procurement, preferably in the renewable energy or manufacturing industry.

Physical Requirements:

  • Primarily sedentary work when working in the office. Occasional lifting, carrying, walking, and standing; frequent hand/eye coordination to operate computer keyboard and office equipment; vision for reading, recording and interpreting information; speech communication and hearing to maintain communication with employees and other team members.
  • When navigating a job site, the ability to move around project sites, which may involve walking, climbing stairs, and navigating uneven terrain.

Travel:

  • As needed or necessary to perform business operations.
