Business Solutions Analyst

Location: Remote

Salary: $85-130k

Sabot Consulting is seeking a Business Solutions Analyst to support a comprehensive IT feasibility study aimed at modernizing digital services for customers and employers. This role will focus on business analysis, requirements gathering, and solution evaluation for replacing legacy customer and employer portals, aligning with end client standards.

Responsibilities:

  • Lead business analysis activities for the feasibility study, including requirements elicitation, process mapping, and documentation.
  • Collaborate with architects and technical teams to define business and functional requirements for new portal solutions.
  • Analyze and document business processes, workflows, and system requirements to support modernization objectives.
  • Participate in stakeholder engagement activities, including validation sessions and requirements workshops.
  • Ensure alignment of business requirements with statutory mandates, agency strategic direction, and IT best practices.
  • Support the finalization and presentation of the feasibility study to client leadership.

Must Have:

  • Bachelor's degree from a recognized college or university (or equivalent qualifying experience).
  • Minimum five (5) years of experience applying analytical processes on IT projects worth at least $2M, with at least three (3) years in business systems analysis and design.
  • Experience eliciting and documenting business requirements, performing business process analysis or re-engineering, and supporting application testing or user training.
  • Minimum three (3) years' experience utilizing requirements management tools (e.g., JIRA).
  • Strong skills in triaging and troubleshooting applications, project management, and stakeholder engagement.
  • Excellent verbal and written communication skills, with experience engaging diverse stakeholder groups.

Nice To Have:

  • Master's degree from a recognized college or university (or additional qualifying experience).
  • Six (6) or more years of experience applying analytical processes on IT projects worth at least $2M, with four (4) or more years in business systems analysis and design.
  • Experience analyzing legislative mandates and regulations to identify their impact on system requirements.
  • Experience working with the California Department of Technology (CDT) Project Approval Lifecycle (PAL) process, preferably Stages 3 and 4.
  • Experience preparing documentation and artifacts required for PAL approvals.
  • Background in public sector pension systems or other government modernization efforts.
