As part of our continued expansion in network infrastructure programs, we are seeking a Fiber Program Director & Senior SME to lead our end-to-end fiber delivery initiatives across Texas and nationwide.

Position Overview

The Fiber Program Director & SME will own all aspects of fiber network programs—from opportunity initiation and estimation to engineering design, permitting, construction, testing, and customer handover. This leader will oversee multidisciplinary delivery teams and subcontractors, ensuring program success for Tier-1 Operator and public broadband clients.

Key Responsibilities

Program Leadership


• Lead large-scale metro, rural, and state fiber deployment programs for Tier-1 Operators.


• Develop project charters, delivery roadmaps, and governance frameworks.


• Manage budgets, schedules, and risk registers across multiple concurrent builds.


• Conduct weekly stakeholder meetings, ensuring milestones and deliverables are met.


• Drive PMO best practices across all Invences fiber engagements.

Technical Expertise


• Act as Subject-Matter Expert for all OSP/ISP fiber design and construction phases.


• Review and approve route designs, splicing diagrams, and as-built documentation.


• Validate OTDR and power-budget test results to ensure compliance and handover quality.


• Standardize fiber materials, installation methods, and testing processes.


• Implement safety and quality programs across all project sites.

Team Formation & Oversight


• Build, lead, and mentor multidisciplinary teams:


• Project & Program Managers


• Fiber Design Engineers (OSP/ISP)


• Permitting & Compliance Coordinators


• Construction & Field Supervisors


• Quality Inspectors / Test Engineers


• Cost Estimators & Analysts


• Align workforce deployment, capacity planning, and resource utilization.

Financial & Estimation Control


• Own all fiber project estimation, including trenching, aerial build, and splicing rates.


• Benchmark and validate cost models for metro, long-haul, and rural programs.


• Track P&L, material consumption, and project profitability metrics.

Stakeholder & Vendor Management


• Serve as the primary interface for Invences clients, municipalities, and vendor partners.


• Coordinate with Tier-1 operators, DOTs, and utility companies for approvals.


• Conduct executive program reviews and report KPIs to leadership and clients.

Required Skills & Experience


• Bachelor's or Master's in Telecommunications, Civil, or Electrical Engineering.


• 12+ years of experience in fiber design, OSP/ISP engineering, or network construction management.


• Proven success leading fiber programs exceeding 500+ route miles or multi-region builds.


• Deep understanding of FTTH, FTTB, FTTT, and 5G transport backhaul.


• Proficiency with AutoCAD, 3GIS, Vetro FiberMap, Bentley Comms, Primavera P6, Power BI.


• Expertise in make-ready, pole attachments, permitting, and ROW processes.


• PMP, PgMP, or equivalent certification preferred.


• Excellent leadership, negotiation, and communication skills.
