Houston, Texas, United States AXG Contracting Full time $120,000 - $180,000 per year

We are seeking an experienced and visionary HSE Director to lead our client's enterprise-wide health, safety, and environmental (HSE) strategy across major energy projects. This strategic leadership role demands expertise in regulatory compliance, risk management, and building an Incident-Injury Free (IIF) culture across multiple sites.

Key Responsibilities:

  • Strategic HSE Leadership:
Develop and implement comprehensive HSE policies, programs, and management systems to ensure full compliance with OSHA, EPA, FERC, and other regulatory standards. Align all initiatives with corporate goals for zero-incident operations across diverse project locations.
  • Oversight of Site HSE Managers:
Directly supervise and mentor site HSE managers, providing strategic guidance, conducting performance evaluations, and ensuring consistent application of safety protocols and risk management principles at all project sites.
  • Regulatory Compliance and Auditing:
Lead and coordinate corporate-level compliance initiatives including audits, gap analyses, and corrective action planning. Guarantee adherence to Process Safety Management (PSM), environmental regulations, and industry-specific standards such as USCG requirements for offshore operations.
  • Risk Management and Incident Prevention:
Oversee the creation and implementation of risk assessment frameworks, SIMOPS plans, and KPI tracking systems. Analyze both leading and lagging indicators to proactively reduce Lost Time Injuries (LTIs), near-misses, and high-potential incidents.
  • Training and Culture Development:
Design and deploy comprehensive HSE training programs to foster a Zero Harm culture. Enable site managers to conduct site-specific training sessions, toolbox talks, and safety workshops that boost workforce engagement and awareness.
  • Stakeholder Collaboration:
Serve as the primary HSE liaison with executive leadership, clients, contractors, and regulatory bodies. Ensure site HSE managers are fully aligned with corporate objectives and maintain open communication channels with project directors and external stakeholders.
  • Project and Emergency Response Oversight:
Manage HSE execution for multi-billion-dollar energy projects including LNG, pipelines, and offshore developments. Ensure robust emergency response plans (ERP) and management of change (MOC) processes are rigorously applied by site teams to uphold operational excellence.

Qualifications:

  • Extensive experience in health, safety, and environmental leadership roles within the energy sector.
  • Deep knowledge of OSHA, EPA, FERC, PSM, and USCG regulations.
  • Proven ability to develop and implement corporate HSE strategies and train diverse teams.
  • Strong leadership skills with a track record of managing multi-site HSE operations.
  • Exceptional communication and stakeholder management capabilities.
