The Department of Conversation & Recreation (DCR) is steward of one of the largest state parks systems in the country. Job Opening:

The Department of Conservation and Recreation seeks qualified applicants for the position of Long-Term Winter Seasonal Recreational Fields Assistant to enable the Division of Design and Engineering (D&E) to properly manage the Recreational Fields Maintenance Program and ensure quality work by Contractors in the field. This Program includes maintenance for existing fields (through maintenance contract management), site feature and furnishing (e.g. fencing, pathways, etc.) improvements, as well as universal access renovations and construction.

General Statement of Duties and Responsibilities:

To maintain and enhance recreational facilities and improve visitor experience statewide, DCR's Landscape Architecture Section within the Division of Design and Engineering (D&E) manages an annual Recreational Fields Maintenance Program. A large portion of this work includes assisting and supporting Operations in their maintenance functions. This program conducts seasonal startup assistance, regular and deferred maintenance, universal access improvements, as well as restoration activities for natural turf athletic fields, ballfields and biannual maintenance on two synthetic turf multi use fields. Activities performed under the Maintenance Program include, but are not limited to, collecting data on DCR's recreational field inventory; procuring and managing the recreational field maintenance contract; coordinating with Operations and the Permitting Office to define needs, secure supplies, and develop scopes of work; estimating project scopes and schedules; coordinating with external contractors; conducting field observations; and supervising construction - with the goal of delivering high-quality playing fields for permitted leagues.

Detailed Statement of Duties and Responsibilities:

Anticipated tasks and responsibilities include:

Contract/Contractor Management

  • Review and confirm Scopes of Work prior to the start of work
  • Manage project and Contractor work schedules
  • Monitor Contract budget expenditures
  • Perform field observation of Contract work
  • Report on any problems in the field

Program Coordination

  • Visit fields on the Field List and collect asset data (e.g. field size, LF and type of fence, number of field lights, etc.)
  • Conduct condition assessments for existing fields and site features/furnishings
  • Update DCR's GIS-based Recreational Fields database
  • Make recommendations about sites in need of maintenance, repairs, renovations, etc.
  • Assist with the creation of annual Spending Plans and 5-Year Plans
  • Provide weekly reports on Program accomplishments

New Maintenance & Repair Projects

  • Synthesize needs and requests for maintenance and repairs
  • Advance projects from needs/requests to actionable work (i.e. identify a project, determine the scope, obtain authorization, assemble plans (as needed), meet with the Contractor, perform the work)
  • Tabulate needs/requests to be addressed in the future
  • Other related duties, as required
  • Occasional assignments to assist other Landscape Architect staff with project tasks similar to this positions basic responsibilities.

Preferred Qualifications:

  • Experience in landscape architecture, civil/environmental engineering, horticulture, ecology, or related field.
  • Knowledge of natural and synthetic turf field Best Management Practices
  • Familiarity with athletic field drainage and irrigation systems
  • Experience with field work for natural/synthetic turf maintenance
  • Experience with field work for general site work
  • Experience overseeing and providing instruction to Contractors in the field
  • Ability to manage project budgets and schedules
  • Ability to work well with others and communicate regularly with supervisor
  • Ability to self-manage and work efficiently
  • Experience in creating and reviewing site plans
  • Project management experience
  • Ability to spend several days per week in the field
  • Ability to update and edit DCR's GIS-based inventories

About the Division of Design and Engineering:

Continuing over a century of visionary land stewardship, DCR's Division of Design & Engineering (D&E) collaborates with colleagues within DCR, other agencies, and communities across the state to plan, design, build, and maintain a diversity of outdoor recreational experiences and unique landscapes throughout the Commonwealth. In addition, our staff is responsible for maintaining public infrastructure including dams, seawalls, parkways and park roads, sidewalks and trails, and stormwater systems. This requires employing a diverse range of talent including architects, engineers, landscape architects, planners, tradespeople as well as business, finance and administrative support who work together to support D&E's mission. MINIMUM ENTRANCE REQUIREMENTS

Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the development, implementation and/or evaluation of landscape design and/or landscape architecture work of which (B) at least two years must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree in landscape design or landscape architecture may be substituted for two years of the required (A) experience.*

II. A Graduate degree in landscape design or landscape architecture may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required(B) experience.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license.
