The Evening SPARC Site Manager will play a key role on the Franciscan Outreach team and will work in conjunction with other Site Managers (s), reporting directly to the Site Director. He/she will supervise the Site Support Staff and the evening operation, ensuring a smooth delivery of services. We are looking for a competent Site Manager to support the departmental planning and monitoring of progress. He/she will also be working to enhance productivity and ensure compliance with rules and regulations. He/she routinely interacts with staff and guests and responds to critical needs and incidents.
SPARC serves as a critical hub for homeless individuals to access emergency shelters and other supportive services in the City of Chicago. He/she will ensure service delivery models are aligned with the Franciscan Outreach's mission, vision, strategic goals, values, and SOG – Standard Operating Procedures while adhering to the core tenets of the harm reduction model and trauma-informed care.
Essential Duties & Responsibilities:- Assist in developing and implementing plans and goals for the department.
- Work with the Site Director and other Site Managers to coordinate and supervise nightly operations.
- Ensure compliance with regulations and internal policies.
- Ensure adherence to CDC, CDPH, and local recommendations and guidance to mitigate the spread of infectious diseases such as COVID19 within shelters and congregate settings.
- Assist with COVID19 testing and implementing infection control policies.
- Monitor attainment of goals and objectives.
- Assist with undertaking staffing responsibilities (hiring, training, evaluating, etc.)
- Assist with the training and development of staff to ensure they are informed of, understand, and comply with all policies, procedures, and regulations as outlined in the SOG Standard Operating Guide, impacting their performance and service delivery.
- Maintain and update weekly shift schedules for the facility.
- Ensure the overnight shifts are fully staffed and supervised appropriately.
- Maintain required reports and submit them to the Site Directors or other executives.
- Work with the Site Director to oversee daily operations, including service model design and outcome development, measurement, and reporting for all internal programs.
- Work in conjunction with the Site Director to manage all shelter programs according to strategic goals and priorities under the supervision of the Director of Programs and Operations.
- Work in conjunction with the Site Director to ensure all shelter facilities meet health and safety guidelines and city building code requirements.
- Provide administrative oversight of all service delivery, including quantity and quality of work.
- Follow current Standard Operating Procedures for each program under the scope of authority.
- Provide input to the Site Director regarding staff performance of their duties and compliance with agency policies and procedures.
- Participate in and provide relevant input into annual performance evaluations for staff members.
- Maintain updated records of necessary staff qualifications.
- Assist in the gathering of statistical and narrative reports of program progress and activities as required by funders and internal information management systems.
- Assist with the planning and coordination of staff meetings and professional inservice development opportunities.
- Assure approved tools and forms are being utilized to support the operation of the program, consistent with the agency's messaging and branding.
- Assist with the implementation of new programs as assigned.
- Works closely with the Site Director to address any critical incidents that arise in program(s) and respond with appropriate action.
- Oversee shelter program vehicle operations, driver approval, documentation, and maintenance.
- Ensure Site Support Staff adhere to the (24/7) schedule as appropriate for the evening shift (i.e., intake, dinner, guest wake up, showers, lounge area, closure of the dorms, and collection of linen/towels, etc.)
- Fulfill duties as assigned by the Site Director.
- Work in collaboration with the Site Director for the delivery of appropriate services to facilitate clients' achievement of outcome goals.
- Assist with ensuring timely and accurate data entry and compliance with HMIS requirements and the CES assessment process.
- Assist with ensuring timely and accurate data entry.
- Evaluate the training/professional development needs of staff.
- Assist with identifying appropriate training resources.
- Provide direct services when necessary.
- Provide oncall shift coverage as necessary.
- Responsible for keeping informed of all policies, procedures, and regulations as outlined in the SOG Standard Operating Guide, which may apply to this position.
- Attend all staff, supervisory, training, and external meetings as required.
- Assist with quality assurance activities, such as file reviews, audits, and site visits.
- Respond to any issues raised in reviews, site visits, inspections, and audits.
- Accurately represents Franciscan Outreach in a leadership position.
- Support Franciscan Outreach management positions and policies to staff.
- Arrange and/or pick up donated items.
- Participate in local and national PIT and HIC counts.
- Participate and assist with various fundraising activities and events.
- Be available to work evenings, weekends, and holidays.
- Some physical work is required, including lifting, bending, climbing & carrying up to 35 lbs. - Knowledge and experience implementing Harm Reduction practice.
- Knowledge of TraumaInformed Care.
- Bachelor's degree in social services or related field preferred.
- Minimum of 3 years of experience in managing programs and contracts.
- Demonstrated experience and expertise in issues related to programs under governmental contracts and authority, including homelessness, housing, continuum of care, substance use, poverty, mental health, benefits, entitlements, the adult criminal justice system, communitybased treatment, and ancillary service providers.
- Must be bilingual.
- Ability to lift approximately 20lbs.
- Follow the Occupational Safety and Health Administration (OSHA) through administrative updates compliant with federal law.
