Role Overview
The Regulatory Program Manager, Identity & Numbering Operations, is a senior individual contributor role that acts as the primary translator and program manager for the global telecommunications regulatory landscape. This role is accountable for receiving high-level guidance from Vonage's Legal & Regulatory team and translating it into actionable, operational best practices for the entire business.
This is a critical, high-impact role. You will be the central subject matter expert and program manager, responsible for navigating the complex world of global numbering, sender ID registration, and country-specific policies related to restricted content or time dialing. You will drive the cross-functional execution of our most complex compliance initiatives, from securing international numbering resources to defining and enforcing new sender ID policies (like those enacted by Singapore IMDA or Ireland ComReg).
This role requires a process-driven, detail-oriented mindset, strong project management skills, and the ability to comfortably influence stakeholders across Carrier Partnerships, Legal, Product, and Operations.
Key Responsibilities- Regulatory Translation: Act as the primary liaison between the Global Connectivity & Operations department and the Legal & Regulatory team. Interpret high-level legal guidance on the global telco landscape (e.g., STIR/SHAKEN, sender ID registration requirements, time-dialing restrictions) and distill it into clear, documented operational practices.
- Operational Policy & Process: Design, document, and drive the implementation of operational best practices based on new regulatory requirements. This includes defining policies for alpha sender ID registration, new content restrictions, and other country-specific compliance mandates.
- Cross-Functional Program Management: Lead complex, end-to-end compliance projects. This includes managing the process to obtain new numbering resources from international regulators (e.g., French numbering) and defining the operational model to host those numbers for voice and messaging.
- Stakeholder Influence & Guidance: You will be responsible for guiding regional experts in our Carrier Partnerships and Identity & Numbering Operations teams on the required steps and order of operations to deliver on our compliance goals.
- Experience: 5-7+ years in telecom operations, regulatory compliance, or carrier relations.
- Regulatory Expertise: Understanding of the complex global telco regulatory landscape, including numbering, sender ID registration, content policies, and A2P messaging compliance (e.g., familiarity with concepts like Ireland's ComReg, Singapore's IMDA, and STIR/SHAKEN).
- Project Management: Proven project or program management skills with a highly process-driven and detail-oriented mindset.
- Communication & Influence: Exceptional ability to influence cross-functional teams without direct authority. You must be comfortable translating complex legal concepts into simple, actionable procedures for operational teams
- Problem Solving: A proven ability to navigate ambiguity, manage competing priorities, and drive complex projects to completion.
This is a critical, high-visibility role that sits at the intersection of Legal, Product, and Global Connectivity Operations. You will be the central nervous system for our regulatory compliance, empowered to build and operationalize Vonage's global numbering and sender ID framework from the ground up, solving the most complex challenges in the CPaaS industry.
