Short Description:
The IT Program Manager will provide comprehensive program management oversight and support for technology initiatives within the Department of Human Services, Division of Aging Services (DAS). The role involves coordinating cross-functional teams, managing vendor relationships, and ensuring successful delivery of technology projects that enhance business operations and service delivery.
Job Description:
The IT Program Manager will work under the guidance of the IT Assistant Deputy Commissioner and in close partnership with the CIO and business stakeholders. The individual will manage end-to-end project delivery, working with internal IT teams, software vendors, and service providers to execute initiatives ranging from system enhancements to large-scale digital transformation projects.
Key Responsibilities:
- Manage and coordinate all phases of small, medium, and large-scale IT projects with moderate to high complexity and risk.
- Oversee project execution across the full Software Development Life Cycle (SDLC), ensuring quality and compliance with established processes.
- Partner with business leads, vendors, business analysts, and subject matter experts to ensure seamless collaboration and communication.
- Manage projects in accordance with Statements of Work (SOWs), vendor contracts, and project governance directives.
- Develop and maintain project management tools, including scope, risk, communication, and change control plans.
- Track project performance and progress, providing regular reports and updates to senior leadership.
- Facilitate risk assessments, issue management, and process improvements to enhance operational efficiency.
- Lead project meetings, define team roles and responsibilities, and ensure that all team members are aligned and supported.
- Manage budgets, schedules, and deliverables to ensure adherence to project scope, quality, and cost expectations.
- Conduct project closure activities, including verification of deliverables and lessons learned reviews for continuous improvement.
- Maintain strong relationships with stakeholders, sponsors, and vendors to drive alignment and ensure successful project outcomes.
Minimum Qualifications:
- Bachelor's degree in Information Technology, Computer Science, or a related field (or equivalent training and experience).
- PMP certification or equivalent project management credential.
- Minimum of
7 years of experience
managing IT projects with moderate to high complexity. - Proven experience using
MS Project, MS Visio, SharePoint 2013, and Microsoft 365 tools
. - Demonstrated ability to manage multiple initiatives simultaneously while maintaining attention to detail and quality.
- Strong leadership, communication, and stakeholder management skills.
- Experience facilitating cross-functional collaboration between business and technical teams.
