The position is located in the District of Columbia DC Health, Community Health Administration (CHA). CHA works to prevent the leading causes of death, protect and promote the health of mothers and children and eliminate racial and ethnic health disparities in health. CHA focuses on nutrition and physical activity promotion; cancer and chronic disease prevention and control; access to quality primary health care services; and the health of families across the lifespan. CHA's approach targets the multiple factors that influence health through evidence-based programs, policies and systems change. As a member of the senior management team, the incumbent is expected to utilize a unique combination of skills, abilities, and experience to contribute to the achievement of the agency's mission, vision, values, and strategic plan. The incumbent is also directly involved in external activities to ensure that program coordination and collaboration is accomplished.

Under the broad policy guidance and direction of the Director, the incumbent is delegated broad latitude and authority in accomplishing the overall objectives and specified goals related to public health services within relevant laws, regulations, and major policy constraints. Review is in terms of successful accomplishment of performance objectives, program goals and objectives, and for adherence to policy and procedural guides. Guidelines consist of pertinent laws and regulations of the District, Mayors Orders, U.S. Department of Agriculture, Department of Health and Human Services, Environmental Protection Agency, the National Institutes of Health, U.S. Public Health Services and Center for Disease Control, and established DC Health goals and objectives within Congressional and budgetary limitations.

Major Duties and Responsibilities:

The individual selected for this position serves as the principal advocate for community health to the DC Health Director and provides executive level direction on developing a comprehensive prevention strategy and promotion of an array of services for District residents. They will lead strategic approaches and policy development to accomplish CHA's goals and provide general oversight to mid-level management for each of the CHA's four bureaus.

The incumbent supervises and effectively utilizes employees within CHA. This includes the assignment and review of work; utilization of personnel to accomplish work objectives; the development of increased capabilities of employees; establishing performance expectations and rating employees' performances in accordance to established standards; recommending personnel actions; interviewing and selecting new employees; approving leave; investigating complaints and resolving differences between employees; and providing for training and giving guidance, as needed, to assure the development and maintenance of competent staff. This incumbent serves as a member of the DC Health Incident Management Team for declared public health emergencies and other events/incidents that impact the public health and healthcare system.

Qualifications and Education

Applicants must possess at least one (1) year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the positions. The specialized experience must have been equivalent to at least the next lower grade (15) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

A Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position is required. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Based on the duties and responsibilities of this position, a minimum of a Master's in Public Health (MPH) or equivalent degree and current and/or previous employment serving in a senior level public health role is highly preferred for the incumbent of this position.

Working Conditions / Environment :

The incumbent must be able to carry out official duties in a variety of settings and conditions. Although routine work will occur primarily in an office setting, the individual will be required to attend conferences, forums and seminars.
