Duties
Minimum Qualifications
- Minimum of BA/BS degree from an accredited college or university in Early Childhood Education or Child Development or equivalent coursework in early childhood education (ECE) as defined by the HSPPS f)
- Is eligible for or holds a minimum of a Level 11 NC Early Childhood Certification
- Is eligible to become a PD Specialist through the Council for Professional Recognition
- Five (5) years' experience in a high quality setting serving children birth through age three.
- Early Head Start experience preferred
- One year of experience providing effective training/education to adults in the early childhood field
- Dated report of satisfactory TB test or chest X-ray, prior to the first day working with children
- Signed medical statement dated not more than 12 months prior to employment
- Current medical statements and TB tests
- Adherence with all applicable federal, state & local health requirements
- NC DCDEE Qualifying Letter prior to employment
Knowledge, Skills And Abilities
- Knowledge of and familiarity with Head Start Program Performance Standards, Head Start's Early Learning Outcomes Framework (ELOF) and NC Foundations for Early Learning and Development (NC FELD) preferred
- A strong knowledge of theories and practices of Early Childhood Education/Child Development
- Knowledge and understanding of the needs of children with disabilities and the local system that supports them (Part C and Part B agencies, IFSPs, IEPs, etc.)
- Knowledge and understanding of culturally sensitive practices, diversity, equity and inclusion practices
- Advanced skills and knowledge in office, keyboarding, and computer skills required (including Microsoft Office, Excel, PowerPoint, Word, Access, and Outlook and use of internet)
- Valid Driver's License, Auto insurance Liability Coverage and Transportation
Physical Demands
This is a partially sedentary role; however, some physical requirements during travel and events is required. This would require the ability to lift up to 25 lbs. unassisted, bend and stand for long periods of time as necessary. The physical activities of this job include bending, stooping, reaching, standing, walking, talking, hearing, and driving.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Requirements
Essential Functions
All positions operating on a hybrid schedule require a minimum of three (3) days per week of onsite presence at CCRI. Consistent adherence to the schedule is an essential function of each role, as it facilitates the efficient execution of key job duties and team collaboration.
- Develop, implement, supervise, and coordinate education, child development and disability operations for CCRI Early Head Start-Child Care Partnership (EHS-CCP)
- Ensure policies, procedures, and practices are consistent with local, state, federal regulations and Head Start Program Performance Standards
- Implement, monitor, and support policies, procedures and practices in the child care center partners in EHS-CCP including overseeing contractual compliance by the partnering child care programs
Major Duties
- With regard to Education, the Education & Disabilities Manager will:
- Ensure that EHS-CCP delivers effective teaching practices that are nurturing and responsive, include all children, and support child development as outlined in The Head Start Early Learning Outcomes Framework: Ages Birth to Five
- Ensure and support the use of developmentally-appropriate, evidence-based curricula that are aligned with the NC FELD and the Head Start Early Learning Outcomes Framework
- Integrate ongoing child assessment into individual and group planning
- Develop, maintain, and lead the School Readiness Committee of relevant stakeholders both within EHS-CCP and the larger community
- Develop, implement, supervise, monitor, and report on the professional development and education status of EHS-CCP staff and child care partner teachers and staff
- Ensure that teaching practices and environments create well-organized learning experiences with developmentally appropriate schedules, lesson plans and indoor and outdoor learning opportunities that provide both individualized relationships and small group activities that are supported by appropriate routines in a flexible schedule of warm and supportive interactions
- Ensure that Continuity of Care is practiced throughout the program so that children experience the least amount of change in teachers and caregivers
- Serve as the TS GOLD administrator, enabling the Education Team to support child care partner teachers and administrators in the appropriate implementation of ongoing child assessments with reliability and fidelity to the instrument:
- Ensure that the child care partner program integrates teachers' ongoing child assessments into both individual and group planning
- Monitor aggregated ongoing child assessment data for trends, strengths, and areas needing additional resources
- Implement, monitor, and support all Early Head Start standards, policies, procedures and practices in the Child Care Partner Programs of EHS-CCP:
- Oversee contractual compliance between EHS-CCP and the child care partner programs
- Provide guidance to Center Directors on staff administrative and management issues
- Monitor and consult with Child Care Partner Programs' Center Directors to ensure centers meet agency and regulatory standards
- Evaluate classroom environments and activities through frequent periodic formal and informal observations by the Education Team and provide feedback for improvement to Child Care Partner Programs Center Directors, and teaching staff
- Develop, implement, supervise, monitor, and report on a comprehensive Professional Development Plan that supports EHS-CCP staff and child care partner teachers and administrators, both in pre-service and ongoing TA, coaching and in-service training:
- Ensure that all child care partner teaching staff meet the HSPPS education qualifications
- Coordinate the orientation of new partnering teaching staff
- Ensure that all EHS-CCP staff and child care program partner teaching staff have updated annual individual professional development plans
- Develop, implement and monitor coaching, mentoring, training and other adult education strategies to ensure that research and evidence-based best practices are understood and implemented
- Ensure that all child care partner program staff have all required documents and training
- Participate on program self-assessment team as requested
- Implement the annual EHS-CCP Continuous Improvement Plan as assigned
In the service area of Disability Services, the Education and Disabilities Manager is will:
- Develop, update and implement written EHS-CCP Disabilities policies and procedures
- Ensure an appropriate developmental screening of all children with consent and collaboration with parents, within 45 days of enrollment
- Supervise and support all Infant Toddler Education Specialists in assisting EHS partner teachers and directors to better meet the needs of children with disabilities
- Support the coordination of parents and Family Services to ensure the proper, timely and appropriate development of IFSPs and IEPs with Part C and B agency staff
- Ensure the appropriate implementation of IFSPs and IEPs where relevant to EHS-CCP staff and child care partner programs
- Ensure the data management in Child Plus is up to date for Disability information
- Communicate and collaborate with local LEAs, CDSAs, and Head Start programs for disabilities services and transition planning/implementation
- Ensure that children with disabilities are included in their class and served alongside their typically developing peers
- Provide technical assistance, training, support, and assistance to CCRI's EHS-CCP staff and child care partner staff, in collaboration with Mental Health consultant to ensure that concerns about children's development or behavior are identified and addressed in a timely and effective manner - to include the development of classroom behavior plans, joint home visits, and facilitating team meetings with families to develop action plans
- Use and support the coordinated data management system of ChildPlus and TS GOLD to monitor and continuously improve EHS-CCP
- Perform other duties as needed to further the agency's mission and goals.
