Summary
This position provides engineering and project management support for Oncor's ERCOT Polled Settlement (EPS) and transmission metering installations through a team of employees and contractors specializing in the design, construction, operation, and maintenance of transmission metering installations. The role works closely with ERCOT, regulatory agencies, and transmission partners to ensure metering systems are designed, constructed, and maintained in compliance with operational and regulatory requirements.
The incumbent provides project management oversight for EPS metering projects, coordinating with multiple stakeholders to ensure accurate, reliable, and timely implementation. This role also delivers engineering guidance and performs technical analyses to verify that metering installations operate safely and effectively, while supporting the development of policies, procedures, and guidelines on various metering topics.
In addition, the position supports field operations by overseeing site certifications, installations, and equipment management for EPS and transmission metering. The incumbent is accountable for the implementation, modification, and maintenance of all Oncor's EPS and transmission metering installations. This role also engages with industry and regulatory organizations to help shape internal and external standards and policies related to transmission and EPS metering practices.
Key Roles & Responsibilities
- Must be able to perform all essential functions of this position.
- Directs activities and provides planning leadership and budget oversight for the EPS and Substation Metering organization.
- Works closely with ERCOT to ensure compliance and actively participates in the development and maintenance of ERCOT Nodal protocols.
- Partners with Oncor stakeholders to develop, implement, and communicate standards and best practices.
- Maintains strong relationships with internal and external stakeholders, manufacturers, and suppliers to ensure materials and equipment meet Oncor specifications and are readily available.
- Provides technical and end-user support to Transmission Engineering and Oncor Operations (Transmission, Distribution, and Measurement), including root cause analysis and asset management activities.
- Monitors engineering and regulatory requirements, standards, and processes to ensure optimal facility design; participates in or reviews work from engineering standards organizations and assists with internal standards.
Provides industry leadership and hosts periodic on-site activities with:
Engineering organizations such as IEEE and ANSI
- Industry organizations such as SWEMA, AEIC, and S.E.E.
Compliance organizations including ERCOT, PUCT, and local ordinance/safety boards
Participates in evaluating and implementing new technological advances and contributes to process improvement initiatives.
- Performs assigned regulatory tasks, including rate case support.
- Serves as a subject matter expert for Public Utility Commission of Texas (PUCT) compliance efforts as requested.
- Provides company witnesses for lawsuits and PUCT regulatory filings on an as-needed basis.
- Assists Oncor Legal with lawsuits by researching events, gathering facts, formulating internal strategies, and preparing depositions and affidavits.

Education And Experience
- High school diploma, GED, or equivalent is required.
- Bachelor's Degree in engineering or science-related field is encouraged to apply.
- Licensed as a Professional Engineer in the State of Texas is encouraged to apply.
- At least 5 plus years of work-related experience in design, construction and/or operations is required.
- Experience with project scoping, estimating and budget tracking is encouraged to apply.
