Our team of seasoned professionals offers specialized knowledge and strategic guidance to support the development and implementation of international exchange programs, public diplomacy initiatives, and foreign policy objectives.
The Senior Program Advisor will provide expert advice in the formulation and direction of public diplomacy exchange programs, as well as work on an array of policy-related issues, events, and activities on behalf of the Department of State's Bureau of Educational and Cultural Affairs (ECA). This role will perform a wide variety of duties necessary for planning and implementing exchange programs in coordination with regional bureaus, other offices, program agencies, posts, and interagency. The Senior Program Advisor will provide support to top-level operatives and other parties as required.
Key responsibilities include reviewing, advising, and recommending actions for the management and analysis of budgets and grants, travel arrangements, training, information system support, and domestic representation using database systems. The Senior Program Advisor will manage matters and issues pertaining to international educational and cultural programs, exchanges, and training in assigned regional, functional, and/or thematic roles. Additionally, this role will provide support to the Interagency Working Group on U.S. Government-Sponsored International Exchanges and Training, confirming and prioritizing project plans and deliverables in collaboration with supervisors and stakeholders.
Education and Experience Requirements:
- Minimum of 8 years of experience in international exchange and training programs, public diplomacy initiatives, or foreign policy advisory roles
- Proven expertise in working with U.S. federal agencies, embassies, non-governmental organizations, and international organizations on exchange and training programs
Required Skills and Competencies:
- Experience monitoring, tracking, and reporting U.S. Government-sponsored international exchange and training programs.
- Expert knowledge of U.S. and departmental foreign policy goals and objectives
- Strong understanding of public diplomacy exchanges and their role in implementing U.S. foreign policy
- In-depth knowledge of the mission and interests of Regional and Thematic Bureaus
- Comprehensive understanding of U.S. foreign affairs information sources, processes, guidelines, and organizations
- Experience with monitoring, tracking, and reporting U.S. Government-sponsored international exchange and training programs
- Proficiency in information management and database systems, as well as Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint)
- Strong critical and creative thinking, analytical, drafting, editing, and proofreading skills
- Excellent interpersonal, oral, and written communication abilities
- Ability to build and maintain strong working relationships with colleagues and clients
- Flexible, team-oriented approach to work, with the ability to work independently, handle multiple tasks, and thrive in a fast-paced environment
The Senior Program Advisor will play a vital role in providing expert guidance, supporting the development and implementation of international exchange programs, and contributing to the achievement of U.S. foreign policy objectives through exceptional advisory and program management expertise.
