This position is located in the Department of Housing and Community Development (DHCD), in the Development Finance Division. The mission of DHCD is to produce and preserve opportunities for affordable housing and economic development and to revitalize underserved communities in the District of Columbia. The incumbent works closely with senior leadership, program staff, and external stakeholders to ensure that special projects are executed efficiently, in compliance with applicable regulations, and aligned with the Department's strategic objectives. This position requires a high level of initiative, organizational skill, and the ability to manage multiple projects simultaneously to support DHCD's mission of promoting affordable housing and community development in the District of Columbia.

Duties and Responsibilities
Provides strategic administrative support to the Deputy Director in the planning, coordination, and executing special projects including housing and commercial development investments supported by DHCD of a particularly complex or sensitive nature. Manages the full Request for Proposal (RFP) process for the Development Finance Division (DFD) including solicitation preparation compliance review, evaluation coordination, and final production, ensuring consistency and accountability across all phases. Advises leadership on community investment strategies, aligning projects with departmental goals, neighborhood revitalization priorities, and long-term housing development objectives. Coordinates across internal divisions to standardize project intake, review, and tracking processes.
Represents the Division in the Deputy Director's absence at community meetings, interagency forums, and public events, serving as a point of contact for developers, community-based organizations, business, and government officials. Supports strategic marketing and outreach initiatives to promote the Department's programs and achieve Division's objectives, such as special task forces convened to identify community investments that merit the Department's programs. Monitors and tracks priority projects by preparing financial and economic studies, providing status updates, and providing policy recommendations. Prepares and analyzes economic studies and responses to inquiries of interested citizens, congressional committees, and other offices of the District Government as assigned. Serve as team leader on special project assignments designated by the Deputy Director.
Education and Qualifications
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Collective Bargaining Unit: This position is in a collective bargaining unit represented by AFGE Local 2725 and you may be required to pay an agency service fee through an automatic payroll deduction.
Position Destination: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
Residency Requirement:If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
