General Description and Classification Standards:
Oversees the delivery of, and performs skilled inspections of, city and contracted construction projects. Performs inspections of linear water and wastewater-related infrastructure construction projects and operations and maintenance work. Contributes as part of a team to inspect, maintain, and operate water mains and associated appurtenances and/or sewer conveyance systems and appurtenances; assists with traffic control in public rights-of-way in certain instances. Performs work in coordination with skilled and unskilled trade employees, construction contractors, technicians, and/or field engineers.
Supervision Received:
Works under direct supervision and follows standardized procedures and written/verbal instructions to accomplish assigned tasks.
Essential Duties and Responsibilities:

- Oversees, inspects, and assesses construction projects on buried water and wastewater
infrastructure.
- Performs inspections of construction sites of water distribution or wastewater collection
infrastructure to ensure compliance with Federal, State, and City codes, ordinances, and regulations.
Maintains records and logs and updates field notes, drawings, and other documentation on a daily basis.
Ensures that contractors are current with required permits.
Maintains listing of projects and areas in need of repair; prepares reports and supporting documentation; drafts resolutions for repairs.
Updates and approves utility permits.
Reads, understands, and interprets construction plans, sketches, plat cards, GIS maps, engineering reports, and other records to investigate and resolve infrastructure issues, construct buried water and wastewater infrastructure, and resolve customer complaints.
Approves plans for construction contractors.
Responds to questions, complaints and requests for information by telephone, in person or by mail from customers, employees, and department heads.
Uses specialized equipment to collect data and diagnose issues for water distribution systems and/or sewer collection and conveyance systems.
Confers with property owners and utility companies regarding the effect of construction work on their property.
Answers telephone utilizing accepted format; provides information, advice, and guidance; takes and relays messages and/or directs calls to appropriate personnel.
Greets visitors and directs to appropriate person or department.
Reviews and verifies multiple reports and documents.
Maintains logs and records.
May perform other duties as assigned.

departmental and construction inspection operations and activities.
Ability to effectively communicate and interact with contractors, management, employees, members of the general public and all other groups involved in the activities of the City as they relate to the department.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
Ability to comprehend, interpret, and apply regulations, procedures, and related information.
Ability to read, understand and interpret construction and engineering reports, blue prints, plans, and specifications.
Ability to make less difficult, field and office engineering computations.
Ability to work above and make independent decisions concerning construction projects.
Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.
Knowledge of the methods, products, tools, and equipment used in water/wastewater maintenance and construction work
Knowledgeable of construction and maintenance tools and equipment to inspect, investigate, and troubleshoot infrastructure issues
Communicates diplomatically and effectively verbally and written
Manages conflict and concerns of the public
Ability to adapt to changes in work environment
Minimum Qualifications:
Education and Experience –
High school diploma, or equivalent;
Two (2) years of experience in surveying, engineering, or construction management; or, any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licensures and Certifications – Valid Georgia driver's license
Preferred Requirements –
Associate's degree in Engineering or Building Construction, or related field.
Georgia Water Distribution Operator license. Water Distribution Operator License
