Description

Leadership & Strategy

  • Lead the Enterprise Cloud Services organization, establishing a vision and roadmap for delivering, optimizing, and governing multi-cloud services.
  • Collaborate with senior leadership to define and implement strategies for cloud adoption, migration, and modernization across AWS, Azure, and on-premises platforms.
  • Serve as an expert in enterprise cloud architecture, FinOps, DevSecOps, and cloud governance best practices.
  • Develop, communicate, and maintain service roadmaps that align with enterprise objectives and customer priorities.
  • Represent the cloud initiative in executive briefings, technical governance discussions, and inter-agency meetings.

Operational Management

  • Manage and enhance multi-tenant environments, focusing on account structure, landing zones, networking, identity management, automation, and monitoring frameworks.
  • Establish and uphold governance, tagging, and cost-management policies to promote transparency and cost optimization with FinOps.
  • Lead continuous improvement efforts in automation, self-service capabilities, and monitoring solutions (e.g., Datadog, Splunk, Cribl).
  • Ensure robust incident response, change control, and configuration management processes are in place.

Team Leadership & Development

  • Guide a talented team of cloud managers, engineers, and specialists, fostering a culture of technical excellence, innovation, and accountability.
  • Define roles, responsibilities, and career advancement opportunities within the Cloud Services organization while providing mentorship and skill development.
  • Collaborate with IT and cybersecurity teams to ensure seamless service delivery and operational synergy across the enterprise.

Program Delivery & Stakeholder Engagement

  • Oversee large-scale, multi-cloud project portfolios from inception to execution, balancing scope, cost, and risk.
  • Act as the primary liaison between technical teams and government leadership, as well as third-party partners.
  • Create executive-level dashboards, reports, and performance metrics to showcase program value and progress.
  • Manage vendor relationships and evaluate contract performance related to cloud infrastructure and managed services.

Qualifications

Required

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field (or equivalent experience).
  • 10+ years of progressive IT experience, including at least 5 years in cloud management or architectural leadership.
  • Proven background in managing multi-cloud environments (AWS and Azure) within an enterprise or government context.
  • In-depth knowledge of cloud architecture, networking, security, automation, and compliance frameworks (e.g., FedRAMP, NIST 800-53).
  • Proven track record of successfully leading cross-functional teams and managing multi-million-dollar cloud initiatives.
  • Hands-on experience with Infrastructure as Code (IaC) tools (Terraform, CloudFormation, Bicep), CI/CD pipelines, and automation frameworks.
  • Strong understanding of FinOps principles and cost optimization strategies.
  • Excellent communication skills, capable of conveying technical and strategic information to executive and non-technical stakeholders.
  • Ability to obtain and maintain a Public Trust clearance.
  • All candidates must have resided in the U.S. for at least three (3) out of the last five (5) years to be considered.

Preferred

  • Master's degree in a related field or an MBA focusing on technology management.
  • Certifications such as AWS Solutions Architect Professional, Azure Solutions Architect Expert, CISSP, or CCSP.
  • Experience in federal contracting environments, particularly with HHS, CMS, or similar civilian agencies.
  • Familiarity with ITIL, Agile, and DevSecOps methodologies.
  • Previous experience in establishing Cloud Centers of Excellence (CCoE) or enterprise-wide governance frameworks.
