About the role: PMAT has an immediate need for a Program Analyst to provide analytical and programmatic support to the Assistant Secretary of the Navy for Research, Development and Acquisition. This role reports to the Deputy Director. The ideal candidate is a progressive thinker who understands the intersection of military operations, systems integration, and acquisition programs. This role requires a balance of analytical acumen, technical understanding, and experience supporting Navy or Joint program offices or rapid capability organizations.

Responsibilities:

  • Support program planning, execution, and performance tracking across Navy and Joint technical initiatives.
  • Provide data-driven analysis to inform program decisions, resource allocations, and risk management activities.
  • Develop and maintain reports, dashboards, and briefings to communicate program status to leadership and stakeholders.
  • Coordinate with engineering, acquisition, and operational teams to ensure system integration and alignment with the Naval Operational Architecture.
  • Support requirements development, documentation, and milestone planning activities.
  • Assist with stakeholder engagement, communication, and the preparation of decision materials and technical presentations.
  • Contribute to the refinement of internal processes and tools that enhance the effectiveness of program execution.
Required Skills and Experience:
  • 5+ years of experience supporting Navy or Joint programs.
  • Experience with Military Operations (MILOPS), systems integration, or acquisition program management.
  • Strong analytical skills with demonstrated experience interpreting and visualizing complex data sets.
  • Experience working closely with Director level and higher; exercising discretion, initiative, and sound judgment in managing complex and sensitive program activities.
  • Excellent written and verbal communication skills; ability to develop executive-level briefings and reports.
  • Ability to work collaboratively within dynamic, cross-functional teams.
Preferred Skills and Experience:
  • Experience supporting Rapid Capability Offices (RCOs) or accelerated acquisition environments.
  • Familiarity with DoD Combined Joint All Domain Command and Control (CJADC2) initiatives and Naval Operational Architecture.
  • Understanding of systems engineering processes, including requirements traceability and test event coordination.
  • Proficiency in Microsoft Excel, PowerPoint, and SharePoint; experience with visualization tools a plus.
Education and Certification Requirements:
  • Bachelor's degree in a relevant field such as Systems Engineering, Business, or a related technical discipline.
Citizenship and Clearance requirements:
  • US Citizenship required.
  • No dual Citizenship with another country.
  • Active Top Secret/SCI clearance.

Travel: under 25%

Work Environment: PMAT offices as needed. In some cases, work in a government facility may be required. Travel may be required for customer engagement, team coordination, and potentially for business development.
