Torch Technologies is seeking a Systems Engineer (Senior) with Oracle EBS, SQL, and Cloud Migration experience to join a team to support the development and sustainment of systems assigned to the Air Force Human Resources Systems Division (AF HRSD) headquartered at Randolph AFB (San Antonio, TX area). The person that fills this position will apply their systems engineering expertise to provide support for the acquisition of the Air Force Integrated Personnel and Pay System (AFIPPS). The ideal candidate will understand networking and architecture principle and will coordinate with Cloud 1 or DISA to solidify F5 requirements for programs. They will also serve on the front line of communicating with pay and HR partners for the passing of files and coordination between databases.This role will primarily focus on the personnel (HR) function and will require experience with engineering, technical planning, acquisition, and sustainment of Personnel and Payroll Web Applications. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division.

This position requires a highly motivated individual. This individual will perform work that applies a broad theoretical and practical knowledge of Agile-based software engineering with responsibilities such as, but not limited to:

• Identify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or fielding and sustaining of IT/software systems.

• Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications.

• Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications.

• Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics.

• Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles.

• Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations.

• Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight.

• Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes; and,

• Perform all (system) engineering according to applicable DOD, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AFI 99-103 and their updates, successors (as happens over time).

Required Qualifications:

• U.S. Citizenship

• Education

  • Master's or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD.

  • OR Bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.

  • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoD.

• Specific Work Experience

  • Experience in Air Force Program system engineering policies, procedures, and practices.

  • Experience with DoD IT networks and services to include connectivity requirements, i.e., GCDS, SCCA, BCAP, Cloud Computing SRG, etc.

  • Experience with IT/Business System technologies to include but not limited to Oracle Cloud Infrastructure (OCI), Cloud One, AWS, and MS Azure.

  • Technical skills in systems and software engineering pertaining to full acquisition life cycle(i.e., pre- and post-award, development, testing, and fielding).

  • Experience with the Risk Management Framework (RMF), and Federal DoD Cybersecurity regulations, policies and best practices.

  • Experience and knowledge of Digital Engineering practices and processes (i.e., Artificial Intelligence (AI), serverless architecture and microservices applications, etc.)

  • Experience with Agile methodologies and knowledge of Agile tools (JIRA, Confluence, and BitBucket).

  • MS Office Applications - MS Visio, MS Excel, MS Word, MS Outlook

  • Proficient in PL/SQL, Java, JavaScript Python, Unix, .NET, and REST API a plus.

  • Secret Clearance (required to start) and/ or ability to obtain and maintain a DoD clearance.
