As a Supervisory Management and Program Analyst, you will oversee directorate-level budget, procurement, financial and travel operations. You will advise senior management in these complex areas, while ensuring operational efficiency and alignment with agency priorities.

• Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Refugee, Asylum and International Operations and are assigned based on the need of the agency.
• Manages a team of Mission Support Specialists, Management and Program Analysts, and Supervisory Management and Program Analysts to oversee the efficient management of RAIO's budget operations, such as procurement, financial, and travel operations.
• Provides technical and administrative oversight to subordinate team members by assessing areas of growth and development in order to coach and mentor toward career objectives.
• Serves as a subject matter expert and adviser to executive management on budgetary, financial, position management, payroll, procurement, and internal control functions to meet the agency's domestic and international mission.
• Conducts continuing assessment of methods, procedures, and work processes, to make improvements and processes more efficient while advancing strategic priorities.
• Communicates and liaises with internal, external, and international service providers and stakeholders regarding agency-specific policies and changes.
• Coordinates across multiple programs or divisions to ensure accurate and comprehensive proposals or analyses.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/10/2025.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/10/2025.

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

• Managing budget formulation, execution, financial reporting, and compliance with federal guidelines.
• Reviewing and analyzing funding disputes, proposing cost-saving measures, and preparing justifications for expenditures.
• Overseeing payroll, position management, and financial systems to ensure resource alignment with operational goals.
• Monitors and identifies applicable policies, issuances and directives that impacts all phases of fiscal financial operations and financial planning.
