Job Summary

The Public Employees Retirement Association (PERA) administers retirement plans for employees of Minnesota's local governments. As Human Resources Director, you will lead, direct, and perform Human Resource (HR) strategic and professional work by ensuring the Public Employees Retirement Association (PERA) is an employer of choice, with a welcoming, inclusive, respectful, and collaborative culture. As a strategic partner, you will develop and execute strategies that improve talent management including diversity, retention, and succession planning. You will provide agency wide human resources management leadership by managing the staffing and transactions functions so that candidate and employee experience is positive, and the important work of the agency is completed by productive and engaged employees.

As a state agency, this position oversees a broad range of human resources activities and provides professional human resources consulting, analysis, project leadership and training services to senior leadership, managers and supervisors and employees, with a high level of independence and exercises a high degree of initiative, influence and judgement. This position reports to and advises PERA's Executive Director and the PERA Board of Trustees, when necessary, as PERA leadership considers HR related issues and structure.
  • This position is telework eligible and offers a hybrid work schedule which may include telework up to 50% of the scheduled workdays each month, based on agency and department needs and other dependencies. Scheduled in-office work days are at PERA's office building in St. Paul, Minnesota.
  • Candidates located outside the state of Minnesota and more than 50 miles from PERA's St. Paul office are not eligible to telework and would be required to report to the office full-time.
Qualifications

This position requires a minimum of three (3) years of Human Resources experience and leadership experience, which can include experience as a supervisor, lead worker, team lead, project lead OR completion of a State of Minnesota leadership program such as Emerging Leaders Institute.

*A bachelor's degree or higher in Human Resources, Business Administration, Public Administration, Organizational Development, or a closely related field substitutes for one (1) year of Human Resources experience.

Human Resources experience must include:
  • Full-cycle recruitment and selection which may include administering examinations and assessments.
  • Classification structures and job evaluation/analysis techniques applied to allocate positions to their proper classification level.
  • Knowledge of personnel related laws and policies (e.g., Fair Labor Standards Act, Family Medical Leave Act, Americans with Disabilities Act, Minnesota Government Data Practices Act, Workers Compensation, Equal Employment Opportunity, or Affirmative Action).
  • Experience analyzing, interpreting and applying employment laws and labor agreements; handling grievances and discipline; and creating and maintaining effective labor-management relationships.
  • Ability to obtain and maintain delegation of authority for selection, classification, compensation, and labor relations from MMB.
Preferred Qualifications
  • Experience providing lead work or supervision to HR staff.
  • Experience interpreting current employment laws, regulations, and policies related to classification, recruitment, selection, hiring, promotion, and/or retention of employees.
  • Experience developing and managing Affirmative Action plans.
  • Experience with compensation program administration.
  • Experience with Human Resources Information system (HRIS) administration and HR processing and using spreadsheets and reporting software to provide reports for HR and for agency management.
  • Experience in a unionized environment.
Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of movement is often necessary in carrying out job duties.
