Hiring Range: $111,751.00 - $167,626.00. This is an exempt salaried position. Please note: pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant's salary history and qualifications in comparison to the market rate and requirements for the job.

The Department of Community Resources (DCR) provides individuals and families with immediate access to a diverse range of Mecklenburg County Health and Human Services (HHS) programs and onsite community partner services through an integrated service delivery model in Community Resources Centers throughout the County.

Position Summary

The Economic Mobility DivisionDirector will be responsible for providing oversite of the new Economic MobilityDivision that includes multiple workforce development programs and quality andstaff.

The Economic Mobility DivisionDirector provides strategic leadership and oversight for Mecklenburg County'sinitiatives aimed at improving economic mobility for residents. This rolefocuses on aligning workforce development strategies with employer needs andfostering partnerships across sectors to build a strong talent pipeline. TheDirector will also lead a team of professionals delivering social work andsupportive services that assist individuals and families in overcoming barriersto employment and achieving long-term self-sufficiency.

Preferred Qualifications:

  • Master's Degree in a related field preferred.
  • Demonstrated experience designing and managing strategic initiatives that advance economic mobility, particularly for underserved populations.
  • Deep understanding of labor market trends, in-demand industries, and talent pipeline development.
  • Experience successfully leading cross-sector collaborations with governmental agencies, nonprofits, educational institutions, and private sector employers.
  • Knowledge of federal and state workforce programs, including WIOA (Workforce Innovation and Opportunity Act), TANF, and other employment-related funding streams.
  • Experience with data-driven program design and evaluation, including performance metrics, impact measurement, and continuous improvement strategies.
  • Strong policy analysis, grant writing, and budget management skills.
  • Excellent communication and stakeholder engagement skill, with the ability to effectively engage diverse audiences.
