Supervisor, OSP Field Engineer

Position Description:
The Supervisor, OSP Field Operations, is responsible for leading contractor-based field ride-out teams across multiple markets to support FTTH expansion and market readiness. This role ensures high-quality field data collection, manages productivity and cost-efficiency (including cost per home fielded), enforces consistency and standards, and provides timely reporting to senior leadership.
This individual will review KMZs and GIS-provided routes, oversee technology-enabled field workflows, validate constructability conditions, and present findings to executive stakeholders. Success in this role requires strong knowledge of OSP Networks, exceptional organizational skills, proficiency with GIS and mobile fielding tools, and the ability to operate effectively in a fast-paced environment where priorities may shift weekly.
Key Responsibilities:
Field Team Leadership & Oversight
• Supervise, coordinate, and support ride-out teams across multiple markets.
• Provide daily direction, adjust priorities as needed, and reallocate resources based on changing market demands.
• Deliver coaching, feedback, and field training on company standards and OSP best practices.
• Ensure work is completed safely, accurately, and on schedule.
• When required, conduct fielding activities personally to ensure market coverage or assist with backlogs.
KMZ, GIS & Route Review & Quality Assurance
• Review KMZ/KML/GIS files, planned paths & polygons, and deliverables for accuracy and completeness prior to ride outs.
• Confirm that field teams understand routing expectations, checkpoints, cabinet/ped locations, polygon boundaries, and design assumptions.
• Validate that collected field data aligns with polygons and engineering intent.
• Provide feedback to GIS and Engineering teams on discrepancies, constructability issues, or route adjustments.
Technology-Enabled Fielding Workflow
• Manage the deployment and usage of handheld fielding tools (GPS-enabled photo capture, field mapping apps, mobile data collection platforms).
• Ensure fielders follow standardized procedures for geotagged photos, notes, measurements, and OSP attributes.
• Monitor successful data synchronization from mobile tools to online maps and internal systems.
• Recommend enhancements to improve existing practices and procedures.
Quality Assurance & Consistency
• Conduct routine QA audits and field inspections to verify accuracy, completeness, and adherence to standards.
• Build and maintain quality scorecards for contractors, highlighting accuracy, rework, and compliance levels.
• Enforce uniform fielding guidelines across all teams to reduce variability and engineering rework.
• Identify deficiencies early and implement corrective action plans when standards are not met.
• Review and validate field notes, photos, route data, measurements, and OSP attributes collected by field staff.
Operational Execution & Constructability Analysis
• Validate constructability for FTTH distribution, middle-mile routes, and proposed cabinet locations to support go/no-go decisions.
• Identify potential operational issues such as vegetation, pole loading concerns, access barriers, easements, permitting challenges, and local restrictions.
• Collaborate with Engineering, Construction, and GIS teams to ensure smooth downstream workflow from fielding to design.
Productivity, Cost & Schedule Management
• Track contractor productivity, including cost per mile, cost per home fielded, cycle times, and ride-out throughput.
• Maintain vendor performance metrics and enforce accountability for quality and efficiency.
• Forecast fielding output, identify risks to timelines, and drive actions to keep schedules on track.
Executive Reporting & Communication
• Prepare weekly PowerPoint presentations summarizing findings, risks, market analysis, and regional reviews for senior leadership and the Growth Committee.
• Provide clear written and verbal communication, escalating issues constructively and proactively.
Travel Responsibilities
• Travel to various markets as needed to support field coverage, resolve issues, validate quality, or conduct in-person oversight.

Qualifications:
Required:
• Minimum 5 years of experience in OSP Engineering, construction management, or field inspection.
• Strong understanding of OSP principles, FTTH architecture, and outside plant design methods.
• Proficiency with reading and reviewing KMZ/KML files, route maps, and GIS-based fielding materials.
• Experience with mobile fielding tools (geotagged photo capture, GIS field apps, or similar platforms).
• Strong analytical and critical-thinking skills with the ability to identify constructability and operational issues.
• Ability to build and deliver polished PowerPoint presentations for management and executive stakeholders.
• Strong written and verbal communication skills, with the ability to escalate issues appropriately.
• Ability to adapt quickly to shifting priorities in a fast-paced environment.
• Valid driver's license and ability to travel as needed.
Preferred:
• Experience in broadband, FTTH deployments, telecommunications, or related technology sectors.
• Familiarity with QGIS, Google Earth, or similar GIS mapping platforms.
• Understanding of FTTH competitive landscape and market analysis methods.
• Background in evaluating field productivity metrics, contractor performance, or cost modeling.
• Experience reviewing pole attachment, permitting requirements, and ROW constraints.
