As an Supervisory Budget Analyst, you will work on activities that promote, sustain and improve the fiscal solvency of USCIS. This position is highly visible within the OCFO, USCIS, and DHS and is regularly required to brief senior officials on the outcomes of analysis.

Duties

Help

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Office of the Chief Financial Officer and are assigned based on the need of the agency.
  • Directing, implementing, coordinating, and overseeing processes on of four Budget and Planning Division Branches.
  • Directing and providing guidance to staff on executing complex, cross-cutting operations such as developing the annual operating plan, establishing budgetary controls, and formulating and justifying the agency's budget and performance measures.
  • Managing staff to apply technical expertise in the areas of forecasting, cost analysis, budget formulation, budget execution, performance measurement, or expenditure analysis and monitoring.
  • Supporting sustaining a sound immigration system and is subject to scrutiny by members of Congress, the House and Senate Appropriations Committees, the Office of Budget and Management, and the general public.
  • Providing service, advice, and assistance to USCIS directorates and program offices and their respective program and resource managers on the management and execution of their financial allocations.

This position is not considered "essential" for purposes of reporting to work when the facility might otherwise be closed.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/11/2025.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/11/2025

GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Leading and managing the development, execution, and reporting of budget operating plans for a broad, nation-wide program;
  • Projecting and analyzing the potential effects of resource allocation decision options on an agency's ability to achieve its strategic goals and objectives;
  • Making recommendations to senior executives on sensitive, controversial, critical, and often undefined budget issues affecting the administration of national programs;
  • Developing, implementing, monitoring, and reporting on the execution of financial plans to address problems and ensure an agency's ability to achieve its mission.
