Primary Purpose:
Coordinate and administer the organization's compensation programs, employee benefits, and leave processes including FMLA. Ensure compliance with federal, state, and internal regulations while serving as a key resource for employees and supervisors. This role supports equitable compensation practices, timely benefits communication, and accurate leave documentation.

Qualifications:

Education
  • Bachelor's degree required, or equivalent combination of education and experience that demonstrates the knowledge, skills, and abilities necessary to perform the role.
Special Knowledge/Skills:
  • Knowledge of administration of leave and employee benefits programs and applicable laws
  • Ability to interpret and disseminate information to individuals and groups
  • Effective communication and interpersonal skills
  • Proficiency in keyboarding and file maintenance
  • Ability to use software to develop spreadsheets, databases, and do word processing
  • Knowledge of basic accounting principles
Experience:
  • 5 years of experience in human resources, benefits administration, insurance, or a closely related field
Major Responsibilities and Duties:

Compensation:
  • Assist in the administration of employee compensation programs, including salary structures, pay grades, and incentive plans.
  • Maintain and update employee compensation data in HR systems to ensure accuracy and compliance.
  • Conduct market research and salary benchmarking to support pay equity and competitiveness.
  • Prepare compensation reports, summaries, and analytics for leadership review and decision-making.
  • Support annual compensation review cycles, merit increases, and bonus processes.
  • Collaborate with HR and Finance teams to ensure alignment of compensation practices with organizational policies and budget.
  • Respond to compensation-related inquiries from employees and managers with professionalism and confidentiality.
  • Ensure compliance with federal, state, and local wage and hour regulations.
  • Assist in developing and maintaining compensation policies and procedures.
  • Participate in special projects and audits related to compensation programs and initiatives
Leave Administration:
  • Process all long-term absences according to established guidelines, including determining eligibility for various leave programs (e.g., family medical leave and temporary disability leave) and providing employees with appropriate and timely notice.
  • Counsel employees and supervisors concerning leave benefits and provide accurate information related to absences such as deductions from pay, medical certification requirements, return-to-work dates, and fitness-for-duty requirements.
  • Work cooperatively with the payroll department and risk management to process and coordinate all employee leaves and absences, including those relating to workers' compensation claims.
  • Work with campus and departmental administrative staff to process daily absence reports.
  • Assist with the employee orientation program and present information on leave benefits.
Benefits Administration:
  • Administer employee benefit programs such as group health insurance, dental, life, and medical reimbursement.
  • Handle employee benefit inquiries and complaints to ensure quick, equitable, and courteous resolution. Act as liaison between employees and insurance carrier's claims office and resolve administrative problems with insurance carrier representatives.
  • Provide timely notice to employees under the requirements of COBRA, HIPAA, and ACA, including issuing certificates of coverage for all medical plans for all terminated employees and dependents.
  • Assist in conducting benefits orientation meetings and enrollment of new employees in benefit plans.
  • Assist with the annual open enrollment process, including making group presentations and preparing, distributing, and receiving materials and forms. Process all employee benefit enrollment and change forms within required time limits to meet payroll deadlines.
Records, Reports, and Correspondence:
  • Prepare correspondence, forms, and reports according to district standards and requirements.
  • Track absence data and provide campus principals, other department heads, and others with trend reports.
  • Maintain employee leave and benefits records, including confidential medical information, in accordance with federal and state laws and regulations and district policies and procedures.
  • Prepare and verify monthly premium statements for all group insurance policies. Balance and submit billing statements to accounting for payment.
  • Maintain all benefits-related records, including statistical data relative to premiums and cost. Assist with required data entry and preparation of reports.
  • Assist with the preparation of the benefits handbook, including word processing, coordinating printing, and distribution.
  • Maintain and distribute insurance forms and supplies to campuses and other district buildings.
  • Compile, maintain, and file all reports, records, and other documents as required.
  • Maintain confidentiality of information.
