DutiesThis is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.As a full performance GS-14 Management and Program Analyst, you will:Develop resource guidance and perform continuous appraisal of the execution of counterintelligence resources in accomplishing program objectives and goals.Develop policy guidance for planning, reporting, and evaluating assigned programs and functions to include goal setting, tracking,
and reporting requirements, and the evaluation and analysis of plans and reported data.Represent the Counterintelligence program on budget related matters in meetings with the DOE IN, DOE CFO Staff, ODNI and IC Staff, and OMB officials and provides authoritative advice, leadership on significant programming, budget policy, and procurement issuesManage the Office of Counterintelligence Budget Board and resource planning life cycle to ensure decisions are made transparently and logically.Requirements Conditions of EmploymentYou must be a U.S. Citizen or National.This employer participates in the e-Verify program.If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System or are exempt from having to do so under the Selective Service Law. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.In addition, the incumbent is required to obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty; failure to do so may result in separation from federal service.The incumbent is required to complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.Must submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).Limited telework may be available based upon mission requirements of the position.Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.This position is not included in a Bargaining Unit. QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting ALL of the followingAnalyzing program obligations, cost trends, or future plans to identify potential issues and their implications.Providing justifications and clarifications for the obligations and expenses related to operating expenses.Recognizing major or unprecedented challenges in order to create solutions to attain desired outcomes.Reviewing current resources and collaborate with leadership to create budget for future fiscal years.
