DutiesAdvises on a broad range of employment law matters, including employee performance/conduct, reasonable accommodations, internal investigations, anti-discrimination law and EEO complaints, employment policy and whistleblower complaints.Serves as an advisor and representative for matters concerning labor/management relations, including grievances, arbitration, and collective bargaining.Serves as agency representative in alternate dispute resolution and administrative forums such as the EEOC, MSPB, FLRA, and provide litigation support to the Department of Justice in representing NASA in Federal courts.Performs legal analysis and research; conducts necessary conferences and consultations, prepares memoranda, pleadings, motions, interrogatories, etc; maintains continuing liaison with clients and other affected stakeholders to ensure understanding.Advises on issues associated with Federal government statutes and regulations involving ethics, conflicts of interest, gifts, outside activity, political activity, and issues related to Title VI of the Civil Rights Act of 1964.Analyzes factual issues and performs legal analyses based on research and experience with statutes, judicial, and administrative opinions, policies, and practices in both the government and private sectors.Identifies issues associated with and provides advice on a host of general law matters including FOIA and Privacy Act, Fiscal Law, Tort Claims, GSA Travel Regulations, Real Property, and Environmental Law.Provides advice and guidance associated with the evaluation and award of Government contracts and administration of same.Fosters a culture of engagement, diversity, inclusiveness, excellence and innovation. QualificationsBasic Requirements for all grade levels:
You must possess a Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree from a full course of study at a law school accredited by the American Bar Association; be an active member in good standing of the bar of any state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and have been admitted to practice law before a state or federal court.To qualify at the GS-14 level: you must meet the basic requirement for all grade levels (as outlined above).
In addition, one of the following requirements must be satisfied:
One year of directly related specialized experience equivalent to the GS-13 level:
Independently litigating cases before the Equal Opportunity Commission and/or the Merit Systems Protection Board;Interacting, advising, and briefing colleagues, clients, and management officials on sensitive employment and labor matters and issues.OR
A graduate law degree (e.g., Master of Laws/LL.M.) and 1 year of professional legal experience equivalent to the experience described above.
