Job Summary:


Under the general direction of the Business Resource Manager, this position will oversee the planning, administration, and operation of the Police Grants Program allocated to the City of Arlington.

Key Responsibilities:
1. Comprehensive management of criminal justice grant programs, including Justice Assistance Grant (JAG) program, COPS Office grants, and other Department of Justice grants.
2. Project management and contract administration of grant-funded administrative projects, including notification of funding availability, bidding process, and award of state and federal funding.
3. Coordination of plan development, grant applications, and project implementation processes with multiple City Departments and outside organizations for grants related to police services.
4. Oversight of planning functions related to the preparation of key criminal justice data sets, in accordance with applicable federal regulations and City-approved policy.
5. Development of staff reports, resolutions, and presentations for City Council and Committees, and representation of the City at community meetings.
6. Interpretation and application of federal grant regulations, including Title 2 C.F.R. Part 200, and grant-specific regulations.

Requirements:
1. Bachelor's degree in Business, Planning, Criminal Justice, Social Work, or a related field, plus one year of supervisory experience, or equivalent combination of education and experience.
2. Master's degree in the same fields is preferred. Successful completion of required pre-employment screenings, including a criminal history check, is mandatory.

Skills and Abilities:
1. Knowledge of federal regulations governing DOJ, COPS, CJD, and other grant programs.
2. Understanding of real estate documents and analysis of pro forma statements and operating budgets.
3. Modern office methods, procedures, and equipment knowledge.
4. Effective communication and coordination skills with contractors, non-profits, clients, and co-workers.
5. Ability to build relationships with state and federal officials, industry groups, local non-profits, and other community partners.
6. Comprehension and interpretation of financial statements, federal regulations, guidebooks, and other reference materials.
7. Ability to accurately perform basic and intermediate mathematical functions and formulas.
8. Record-keeping and report preparation skills.
9. Clear and effective communication with persons from varied socio-economic, ethnic, and racial backgrounds.
10. Ability to operate a variety of office equipment, including personal computers, telephones, calculators, faxes, and photocopy machines.
