Job Summary

This role supports the daily operations of the Human Resources (HR) department, focusing on tactical, hands-on leadership. The primary responsibilities include leading county-wide performance management, labor relations and negotiations, and managing the Employee and Labor Relations (ELR) team.

The Deputy Chief Human Resources Officer will oversee the day-to-day operations of the Talent Acquisition and Learning and Development teams, providing guidance to the Chief Human Resources Officer and department staff.

Key Responsibilities
  • Manage all aspects of Employee and Labor Relations, personnel investigations, discipline, and employee performance.
  • Lead labor negotiations and ensure the successful completion of collective bargaining agreements.
  • Guide the HR team's efforts in performance management and employee development.
  • Support the development and implementation of policies and procedures in alignment with County objectives.
  • Ensure compliance with relevant employment laws and regulations.
  • Promote a human-centered approach in HR practices, ensuring fair and equitable treatment for all employees.
  • Support the Talent Acquisition and Learning and Development teams.
Requirements
  • A Human Resources professional with expertise in Employee and Labor Relations, collective bargaining, and performance management.
  • An empathetic leader with a human-centered approach.
  • Experience with the different functions of HR and an understanding of how they work together.
  • Demonstrated ability to provide clear leadership while fostering a positive and collaborative environment.
  • The ability to make decisions that align with One Washington County and Design the Future.
  • A balanced approach to employee relations, with an emphasis on fairness and equity.
  • Experience working in Oregon is preferred, but not required.

Selection Process

  • Panel Interview(s): Our goal is to schedule panel interviews with candidates that pass the HR review as soon as possible.
