Deputy Chief Human Resources Officer

This role supports the daily operations of the Human Resources (HR) department, focusing on tactical, hands-on leadership. The primary responsibilities include leading county-wide performance management, labor relations and negotiations, and managing the Employee and Labor Relations (ELR) team.
The Deputy Chief Human Resources Officer will oversee the day-to-day operations of the Talent Acquisition and Learning and Development teams, providing guidance to the Chief Human Resources Officer and department staff.
Key Responsibilities- Manage all aspects of Employee and Labor Relations, personnel investigations, discipline, and employee performance.
- Lead labor negotiations and ensure the successful completion of collective bargaining agreements.
- Guide the HR team's efforts in performance management and employee development.
- Support the development and implementation of policies and procedures in alignment with County objectives.
- Ensure compliance with relevant employment laws and regulations.
- Promote a human-centered approach in HR practices, ensuring fair and equitable treatment for all employees.
- Support the Talent Acquisition and Learning and Development teams.
- A Human Resources professional with expertise in Employee and Labor Relations, collective bargaining, and performance management.
- An empathetic leader with a human-centered approach.
- Experience with the different functions of HR and an understanding of how they work together.
- Demonstrated ability to provide clear leadership while fostering a positive and collaborative environment.
- The ability to make decisions that align with One Washington County and Design the Future.
- A balanced approach to employee relations, with an emphasis on fairness and equity.
- Experience working in Oregon is preferred, but not required.
