Environmental Policy Specialist

We are seeking an experienced Environmental Policy Specialist to join our team at the State of Colorado. As a key member of our Water Quality Control Division, you will play a critical role in developing and implementing policies that protect and improve the health of Colorado's people and the quality of its environment.
Job Summary: In this challenging and rewarding position, you will manage the Standards - Criteria Unit that implements regulatory aspects of the federal Clean Water Act and Colorado Water Quality Control act. This involves development of information used by the Water Quality Control Commission to establish water quality classifications and standards for both surface and groundwater. You will also be responsible for refining water quality policies, providing technical assistance and support to other sections of the Water Quality Control Division, and assisting other department programs with implementing water quality standards.
Key Responsibilities:
- Manage the Standards - Criteria Unit staff within the limits set by federal and state regulations
- Identify and oversee work activities assigned to unit staff based on the Clean Water program work plan and priorities
- Develop and refine water quality policies
- Provide technical assistance and support to other sections of the Water Quality Control Division
- Assist other department programs with implementing water quality standards
Requirements:
- Nine (9) years of environmental protection experience, or
- Bachelor's degree from an accredited college or university in engineering, environmental sciences, or related field, AND Five years of environmental protection experience, or
- Advanced degree in a related field may substitute for education and one year of experience
Preferred Qualifications:
- Supervision or work lead experience
- Relevant years of State service shall be considered
- Strong verbal and written communication skills, including experience communicating technical information to audiences of varying backgrounds and developing and presenting proposals to a board or commission
- Demonstrated conflict resolution skills through professional experience and training
- Comprehensive knowledge of and experience implementing the federal Clean Water Act, the Colorado Water Quality Control Act, and associated regulations and guidance
- Ability to manage multiple priorities, delegate and review work, communicate project status to upper management concisely, and hold self and team accountable for high-quality and timely results
