Financial Management Specialist

This position is located in a Consolidated Patients Account Center (CPAC) in the VETERANS HEALTH ADMINISTRATION organization, serving as the Facility Revenue Manager (FRM) at a medical facility. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by consolidation of billing and collection activity supported by medical center-based utilization review, data validation, and customer service.
Key Responsibilities
Serves as the Medical Center manager and subject matter expert for revenue-related issues from both CPAC and Medical Center staff.
Directly supervises GS-07 and/or GS-06 employees as Facility Revenue Manager.
Responsible for coordination and management of the daily operations of revenue functions at the assigned medical center.
Advises and consults with counterparts and/or officials with higher and broader authority concerning problems involving work in the revenue program, education, training needs for staff.
Directs and coordinates the activities of all CPAC personnel assigned at the station, including planning and organizing work assignments, keeping employees informed of management, national goals, and objectives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
For a GS-09 position, you must have served 52 weeks at the GS-07.
For a GS-11 position, you must have served 52 weeks at the GS-09.

For GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Providing revenue utilization review support and address revenue reported issues.
Developing and implementing programs to effectively manage patient accounts, identifying potential billable cases, and optimize collections.
Performing auditing duties associated with either financial or operational audits of the revenue program and reviews the program's degree of compliance with sound fiscal internal control and quality management.
Preparing reports from a variety of sources to identify problem areas and provide recommendations for improvement in those areas.
Performing revenue data validation functions such as filtering processes to determine billable encounters, tort feasor/workers compensation, repetitive services, prosthetics, service-connected or non-service connected determination.
OR, Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR, Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education directly related to the work of the position as outlined above that meets the requirements of the position.
