About the Position
We are seeking an exceptional individual to fill the role of Deputy Chief of Police, Executive Operations. This position plays a critical role in supporting the executive leadership team and ensuring the effective delivery of law enforcement services to our campus community.

About the Role
As Deputy Chief of Police, you will be responsible for providing direct oversight to various sections and units within the department. You will develop and implement strategic plans to prevent crime, identify crime patterns, and communicate public safety concerns. Your expertise will also be required to maximize technology and ensure the efficient operation of our 24/7 operation center.

Responsibilities
- Provide direct supervision to the Commander of the Strategic Operations Center (SOC), which includes emergency communications/dispatch section and video patrol operations.
- In coordination with UCPD Field Services and the UCPD University of Chicago Medicine (UCM) Precinct, identify and deploy best practices for campus and medical center law enforcement operations.
- Develop and implement effective crime prevention, suppression, and investigative methods.
- Provide direct supervision to UCPD Training area; ensure there is an effective annual training schedule to meet state requirements, UCPD general orders, and any University policies, as applicable.
- Establish goals, objectives, and initiatives and provide assessment data to UCPD Command Staff based on an established measurement system.
- Manage, provide oversight, and conduct performance evaluations for direct reports as assigned. Meet regularly with managers and other team leaders to promote team building, resolve issues, and exchange ideas for improvement.
- Fulfill a critical role in planning for, responding to, and managing emergencies, threats, events, and other situations from a law enforcement perspective within the UCPD jurisdiction.
- Establish an on-call system within the Support Services area for relevant command staff and serve as the next level point of contact on a 24/7 basis.
- Manage and provide oversight in developing and implementing policies and procedures in compliance with the Commission on Accreditation for Law Enforcement Agencies (CALEA) standards.
- Conduct and manage audits and inspections of internal operational processes within the designated areas to ensure policies and procedures are applied consistently and assure compliance with regulatory entities such as CALEA, Illinois Law Enforcement Training and Standards (ILETS), and both the Illinois and United States Department of Education.
- Directs and initiates performance improvement plans, and corrective action as needed.
- Provides oversight for the Strategic Operations Center (SOC) responsibility to analyze crime statistics and trends through review of incident reports, video technology, statistical data, and UCPD CompStat reports. Monitors the implementation, prevention, and suppression strategies to eliminate or minimize the opportunity for crime trends to continue within the UCPD jurisdiction.
- Reviews activity reports of subordinate staff to ensure adequate supervision, activity, and to determine resource allocation and deployment.
- Functions as a key member of the executive leadership team and assists in making critical management decisions. Disseminates information regarding significant police-related events or activities to Command Staff, Safety and Security leadership, and/or university leadership if applicable; prepares and reviews periodic activity reports for UCPD management. Willingly participates and provides input during periodic management meetings to keep top management informed of problems and concerns.
- Maintains positive partnerships with all other University of Chicago departments, administrators, student groups, external community stakeholders, and other law enforcement agencies. Requires daily contact with members of the University and UCM community to include students, parents, staff, faculty, physicians, and visitors.
- Serves as formal and informal liaison to local, state, and federal law enforcement agencies to exchange information, provide assistance, or request assistance as necessary.
- Provides information on significant police-related events or activities to UCPD management and other campus stakeholders as directed.
- Supports the mission and vision of the University of Chicago Police Department.
- Ensures that policies and procedures are implemented consistently throughout the department, including accurate reporting in compliance with local, state, and federal regulations and higher education guidelines.
- Manages managers and professional staff of the police department. Establishes performance goals, allocates resources, and assesses policies for direct subordinates.
- Performs other related work as needed.

Requirements
- A bachelor's degree in a related field;
- Seven or more years of senior law enforcement management experience within a law enforcement agency;
- Prior command staff level experience in management, strategic planning, supervision, and training;
- Prior management experience working in a campus law enforcement agency;
- Candidate must provide relevant information on experience;
- Certification by the Illinois Law Enforcement Training and Standards Board (ILETSB);
- Valid driver's license with good driving history that grants reciprocity in the State of Illinois or be eligible to obtain one and do so within 60 days of appointment;
- Annual completion of a department-authorized and approved in-service training course consisting of a minimum of twenty hours of instruction;
- May be required to obtain specialized training, i.e., FBI National Academy or the Northwestern University School of Police Staff and Command.

Preferred Qualifications
- Master's degree in a related field;
- Previous experience in a command/leadership position may be used in lieu of campus law enforcement;
- Relevant certifications;
