Overview
DCSA's Customer and Stakeholder Engagement is seeking a qualified individual to take on the role of a Lead Personnel Security Operations Specialist within the Customer Liaison and Engagements program, operating under the general oversight of the Branch Chief of the Customer Engagements Team.

This team undertakes a range of responsibilities that bolster DCSA's comprehensive personnel security, suitability, and investigative initiatives.

Key Responsibilities
As a Lead Personnel Security Operations Specialist, your duties will encompass:

  • Acting as the Senior Liaison for the Customer Engagements Team (CET).
  • Overseeing the daily operations of a support desk.
  • Informing the Branch Chief of any unforeseen system outages and relaying this information to customer agencies as necessary.
  • Creating training materials and Standard Operating Procedures (SOP) for the teams under your management.
  • Championing the needs and requirements of customer agencies within DCSA and the Suitability, Security, and Credentialing (SSC) Community.
  • Providing training, career development support, and mentorship to subordinate leaders, ensuring they extend the same support to their teams.

Qualifications
Your experience will be assessed against the Office of Personnel Management's (OPM) basic qualifications requirements. Candidates must possess directly relevant experience that demonstrates the necessary knowledge, skills, abilities, and competencies for immediate success in this role.

To qualify, you should have specialized experience that reflects the competencies required to perform at a level equivalent to the GS/GG-12 grade in the Federal service, preparing you for increased responsibilities. Typically, this includes at least one year of specialized experience.

Specialized experience includes:

  1. Managing an agency's personnel security investigations program and the SSC (security, suitability, credentialing) program, ensuring adherence to relevant public laws, Executive Orders, regulations, policies, and guidance.
  2. Delivering internal and external customer service and troubleshooting for personnel security systems.
  3. Evaluating operational issues within personnel security and suitability programs, identifying challenges, and proposing alternative solutions.
  4. Leading, mentoring, and training both internal and external stakeholders on DCSA personnel security systems and suitability program operations.
