About the Position

This senior developer role is part of the Enterprise Technology Services (ETS) division, which serves as the agency's designated technology provider for the Health Care Authority (HCA). The ideal candidate will bring advanced technical expertise in cross-functional.NET application and database development for support of mental health and substance use disorder solutions.

Key Responsibilities
  • Develop, test, and modify/maintain database and model-driven application architecture solutions for information systems built with Microsoft C#, ASP.NET, MVC, Razor, Webforms, Entity Framework, LINQ, JavaScript/jQuery, Bootstrap, Microsoft SQL Server RDBMS, Transact-SQL, SQL Server Integration Services, SQL Server Reporting Services, Power BI, Snowflake, and RESTful web service technologies.
  • Evaluate software architecture patterns, object-oriented design concepts, and abstraction techniques, coding languages, view model technologies, OLTP database modeling and design, query languages, entity modeling, performance tuning, and security best practices and standards.
  • Utilize multiple and disparate technology system Application Programming Interfaces (APIs) to perform systems integration for development of end-to-end workflow solutions.
  • Design and develop complex software solutions.
  • Perform data structuring and data modeling, normalizing data structures, system design and development, data security, and data programming methodologies by applying journey level proficiency and knowledge of Relational Database Management Systems.
  • Design and develop Extract, Transform, Load (ETL) technologies.
  • Evaluate business problems or goals to architect solutions.
  • Utilize Agile process models and continuous integration methodologies.
  • As senior developer of data collection and validation solutions, use procured Edifecs Structured Data Capture (SDC) and XEngine (XESaaS) to develop agency data collection and validation solutions.
  • Perform requirements gathering, design, architecture, and deployment of agency procured SaaS solutions that support business requirements.
  • Develop, track, test, and implement system configurations and functionality.
  • Author and maintain technical documentation.
  • Apply skills and expertise in programming HTML, CSS, JavaScript, jQuery, and related frameworks and technologies to support the agency's enterprise data systems and assets.
Requirements

Qualifying candidates will satisfy one of the following criteria options:

  • Master's degree or equivalent in computer science or related field and six (6) years of progressive professional IT experience.
  • Bachelor's degree or equivalent in computer science or related field and eight (8) years of progressive professional IT experience.
  • Associate degree or equivalent in computer science or related field and ten (10) years of progressive professional IT experience.
  • Twelve (12) years of progressive professional IT experience.
  • Three (3) years as a journey level IT professional in state service.

Qualifying candidates will also satisfy all of the following requirements:

  • Working-level knowledge of serving as a project lead and associated responsibilities.
  • Five (5) years of experience with applications development with Microsoft Visual Studio, C# and.NET technologies, including application programming interfaces (APIs), software design patterns, Microsoft SQL Server, including relational database design and modeling, writing TSQL queries, developing Microsoft SQL Reporting Services and Microsoft SQL Integration Services solutions.
  • Two (2) years of experience with Software Development Lifecycle Management (SDLC).
  • One (1) year of experience in addressing application development security protocols and standards.
  • One (1) year of experience being directly involved with Agile / Scrum methodology practices.
Preferred Qualifications

Experience in cloud computing and architecture, including AWS, experience with enterprise data warehousing and related tools, such as Snowflake, experience with healthcare data, and experience with other relevant enterprise tools such as BizTalk and Edifecs.
