About the Role

We are seeking a highly skilled Housing Financial Analyst to join our team at the Federal Home Loan Bank. As a key member of our Affordable Housing Program team, you will play a critical role in reviewing and analyzing applications and disbursement requests for our Affordable Housing Program (AHP) and Voluntary Programs.

Key Responsibilities
  • Participate in the evaluation of AHP applications, including comprehensive underwriting and analysis, to assess program eligibility, financial feasibility, and scoring.
  • Provide programmatic assistance to Members, Sponsors, housing developers, and project owners regarding the use of AHP subsidy.
  • Analyze and perform due diligence for ownership and rental development disbursement requests, evaluating data quickly and making decisions based on imperfect data.
  • Identify projects with complex regulatory, compliance, and/or financial challenges and recommend viable resolutions.
  • Collaborate with Members, Sponsors, and project Owners to resolve compliance and/or financial issues through the development and implementation of action plans.
  • Provide training, presentations, webinars, and technical assistance to Members, Sponsors, non-profit housing providers, for-profit developers, consultants, and other customers utilizing the AHP program and other HCI programs.
  • Assist with testing of the AHP online application and related forms for accuracy and consistency with the AHP Implementation Plan.
  • Collaborate with Credit as necessary to effectively evaluate a funding/disbursement request.
  • Maintain and update HCI program documentation and procedures on an annual basis and provide recommendations for changes to the AHP Implementation Plan scoring components and policies.
  • May assist with the administration of one or more HCI programs.
Requirements
  • Bachelor's Degree in accounting, finance, or a related field or equivalent experience.
  • Prior experience as a loan underwriter, loan originator/processor, housing developer, compliance analyst, or related activity is preferred.
  • Beginner to intermediate analytical skills necessary to gather and interpret data and prepare reports.
  • Excellent verbal and written communications skills, including interpersonal skills necessary to interact effectively and persuasively with internal and external contacts.
  • Ability to handle sensitive and confidential information and continually demonstrate professionalism, tact, and diplomacy.
  • Ability and willingness to speak publicly is required.
  • Preferred knowledge of affordable housing development, regulations, and policy; public and private financing sources available, the Low Income Housing Tax Credit Program, various Housing and Urban Development programs, state housing finance agency programs, and other public grant programs.
  • Working knowledge of Word, Excel, Access, and PowerPoint, and the ability to manage information in comprehensive databases.

Working Conditions

Flexibility to meet tight deadlines as required. Some work outside of the office environment, including some overnight travel, may be required.
