About the Role:
This is an exciting opportunity to join the WA State Dept of Financial Institutions as a Lead Financial Enforcement Specialist. As a member of our team, you will play a crucial role in ensuring the integrity of the financial services industry in Washington State.

Job Summary:
The Lead Financial Enforcement Specialist will oversee all enforcement activities within the Division of Consumer Services, including administrative actions against licensed and unlicensed entities, consumer complaint handling, and supervising a team of attorneys and non-attorneys. This position requires strong leadership skills, technical expertise, and effective communication abilities to work collaboratively with various stakeholders.

Key Responsibilities:
Some of your key responsibilities include:
• Supervising a represented staff in the Enforcement Unit, comprised of attorneys and non-attorneys
• Planning, leading, organizing, and controlling the work performed by the enforcement unit
• Assuring optimal use of resources and enhancing employee effectiveness through timely appraisals and professional development opportunities
• Budgeting for the unit and contributing to Division business planning
• Directing investigations, including complaints handling, to develop administrative, civil, and criminal cases
• Conducting technical final reviews of unit reports, charges, orders, investigative reports, and other assignments for quality standards, acceptability, accuracy, timeliness, and legal ramifications
• Administering the investigation caseload, including coordination, planning, and assignment of investigations to legal examiners
• Coordinating and directing joint investigations with other Department Divisions and state or federal agencies
• Monitoring all enforcement activity and providing recommendations to the Division Director on appropriate enforcement strategies
• Handling complex testimony and sensitive issues
• Testifying in administrative proceedings, civil actions, criminal trials, and agency hearings
• Serving as a Program Manager at the Agency level

Requirements:
To be successful in this role, you must possess a Juris Doctor (JD) or equivalent law degree and be in good standing with the Washington State Bar Association. Additionally, you should have knowledge of financial organizations, practices, and internal controls of non-depository and depository financial services companies. You will also require personnel management experience, labor relations expertise, and familiarity with the Administrative Procedures Act, financial crimes laws, and relevant statutes and regulations.
