Job Description

The Program Manager is the contractor's manager for the Contract and serves as the single point of contact for the Master Contractor with the State regarding the Contract.

Duties and Responsibilities
  • Oversee overall management for Contract support operations.
  • Organize, direct, and coordinate the planning and production of all Contract activities, projects, and support activities, including those of subcontractors.
  • Develop and implement work breakdown structures, charts, tables, graphs, major milestone calendars, and diagrams to assist in analyzing problems and making recommendations.
  • Establish and maintain effective communication with clients and stakeholders.
  • Manage vendor performance and client relationships.
  • Prepare and submit reports and work plans.
  • Contribute to setting project pace by defining corresponding projects and individual responsibilities, objectives, tasks, schedules, and outputs.
  • Directly contribute to and share the responsibility for project performance by planning, monitoring, and adjusting project resources.
  • Manage project risks and issues, including root cause analysis, implementation of corrective/preventive actions, compliance with PMI methodology, and continual process improvement efforts.
  • Create and sustain a culture that encourages high performance of individuals and teams.
Requirements
  • Bachelor's Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or other related discipline. Master's degree and/or project management Professional (PMP) certification is preferred.
  • At least 12 years of experience in program or project management with a minimum 2 years healthcare project management experience.
  • Strong leadership aptitude to foster a positive work environment that considers the dynamics of physical, social, psychological, and environmental factors.
  • Strong interpersonal skills to build client rapport and develop/discipline/reward employees.
  • Solid analytical skills and ability to make decisions and solve problems.
  • Excellent time management abilities.
  • Demonstrated problem-solving and customer service skills.
  • Strong written and verbal communication skills.
  • Ability to work independently and manage work to a defined schedule.
  • Experience conducting meetings, interviews, and making presentations.
  • Specific experience in evaluating quality assurance/quality control testing and User Acceptance Testing efforts.
  • Team player and a consistent, dependable performer with an excellent work ethic, flexible 'can-do' attitude, and a results-driven commitment to success.
  • Ability to apply industry best practices and future state/federal mandates to existing systems.
