Construction Control Specialist

This is an open continuous announcement for a Construction Control Representative position at the Veterans Affairs, Veterans Health Administration. The selected candidate will serve as a vital member of the Manhattan VAMC Facilities Management Engineering Project Section, supporting the NRM, Station-level, and Minor construction programs.
Key Responsibilities- Reviews final plans and specifications for construction feasibility and practical accomplishment.
- Interprets technical portions for other participants.
- Reviews and analyzes plans and specifications, drawings, designs, site conditions, and proposed construction schedules to determine recommended action necessary to correct deficiencies.
- Reviews specification packages, design drawings, and independent government cost estimates for bid ability and constructability.
- Participates in design review conferences and reviews preliminary plans and specifications before advertisement for practicability, anticipated physical obstructions, and other construction difficulties.
- Reviews correspondence and reports on construction status and progress, tests, administration, end contractor's estimates relative to the construction of the project.
- Confers with Project Manager or Project Engineer on matters pertaining to the control, placement, consistency, and suitability of materials and equipment.
- Attends and participates in pre-bid conferences to orient and inform bidders as to features, requirements, and special conditions.
- Provides oversight of construction operations to ensure proper quality and quantity of material and equipment, workmanship, adequacy of contractor's methods, procedures, and operations.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. The selected candidate must have one year of specialized experience that equipped them with the particular knowledge, skills, and abilities (KSA's) and other characteristics to perform successfully the duties of the position.
Specialized experience includes engineering aid or technician or surveying technician performing work directly related to construction, construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements, or supervising of craftsperson's, equipment operators, or mechanics engaged in construction work.
The selected candidate must also have experience and skill in applying a wide range of concepts, practices, regulations, policies, and precedents, analytical and diagnostic techniques, qualitative and quantitative techniques, techniques for developing new or modified work methods, approaches, or procedures, and related emerging practices and methods.
The selected candidate must also have knowledge of construction industry safety standards and their application in order to determine the adequacy and validity of contractor data and compliance with safety requirements, knowledge of common contractual requirements, terms, conditions, plans, and specifications, including statements of work, performance standards, contractor surveillance methods, administration, surveillance, and evaluation functions, and skill in preparing and maintaining designs using AutoCAD or other specialized software.
