Job Title: Contract Specialist

We are seeking a highly skilled Contract Specialist to join our team at the Texas Workforce Commission. As a Contract Specialist, you will be responsible for performing advanced contract management work, including grant development, management, and evaluation.

Key Responsibilities:
  • Develop and manage grants for services, ensuring timely and accurate preparation of grant amendments and uploads into the grant database.
  • Perform comprehensive grant management duties, including informing management of significant grantee compliance or performance issues and providing recommendations for action.
  • Serve as a subject matter expert in area of program and grants assigned, analyzing operations and research programs to develop subject matter expertise.
  • Collaborate effectively with internal and external stakeholders, performing written and oral communication, and ensuring timely review and response on all correspondence.
  • Document grant performance and provide timely information to management regarding status of grants/contracts/programs and/or specific projects relating to the attainment of grant or contractual requirements.
Requirements:
  • Completion of two years (60 semester hours) of accredited college work, plus four years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers.
  • One year of experience may be substituted for each year (30 semester hours) of education.
Preferred Qualifications:
  • Experience managing grants and contracts, including federal and State of Texas grants and contracts.
  • Experience with grant development and establishing measurable outcomes and targets.
  • Experience in Workforce Development or a similar field.
  • Experience in project management.
  • Knowledge of Laws and regulations pertaining to grants and contract administration.
  • Current certifications as a Certified Texas Contract Manager (CTCM) and/or Certified Texas Contract Developer (CTCD).
