Job Summary:

We are seeking a highly skilled Appraisal Specialist to join our team at the City of Norwalk, CT. As an Appraisal Specialist, you will be responsible for performing appraisal and administrative work in the valuing of taxable property to establish the Grand List. You will provide technical and administrative assistance to the Assessor and assume responsibility for the office in their absence.

Key Responsibilities:
Receives oral or written instructions from the Assessor and plans and organizes work according to standard office procedures.
Establishes priorities in the performance of tasks and allocates work to Office staff as needed.
Participates in identifying and valuing taxable property to establish the Grand List and inspects existing real and personal properties to determine value.
Audits property appraisal work performed by private firms for accuracy and conformance to City standards.
Supervises the maintenance of assessment maps, records, and lists and prepares and enters data into automated assessment records system.
Analyzes methods of collecting and retaining assessment data and assists in the development and design of information systems' improvements.
Prepares statistical and narrative reports for submission to State and Federal Governments and provides technical information and assistance to property owners, attorneys, and bankers.
Performs related reviews of applications and/or properties for verification purposes and maintains State Sales Assessment Ratio file and determines sales usability.
Coordinates assessment appeal matters with Office of Corporation Counsel and oversees data processing of assessment information.
Analyzes computer system applications and recommends changes as needed and reports work accomplished to Assessor.

Requirements:
Thorough knowledge of the principles and practices of property evaluation and assessment.
Knowledge of Computer Assisted Mass Appraisal (CAMA), Geographic Information System (GIS), statistical software systems, and related assessment administration computer applications.
Ability to develop and implement changes in computer applications and administrative ability to organize and follow through on municipal assessment programs.
Ability to supervise and train employees and deal effectively with members of the public, attorneys, and real estate developers and construction personnel.
Ability to present ideas and policies to individuals and groups.
Bachelor's degree in Business, Accounting, or some closely related field and four years of increasingly responsible experience in real and personal property appraisal work including two years of municipal assessment work.
Relevant work experience in real and personal property appraisal work may be substituted for the aforementioned college training on a year-for-year basis.
Certified Connecticut Municipal Assessor I (CCMA I) or equivalent from other states.
Certified Connecticut Municipal Assessor II (CCMA II) or equivalent is preferred and must be obtained within 2 years of hire.
All Certifications must be maintained, including Continued Education Credits.
Motor Vehicle Operator's license is required.
This position is a Grade 7.
