Job Description

At the Electric Reliability Council of Texas, we strive to create a dynamic work environment that fosters innovation and collaboration. Our team is dedicated to building a reliable and efficient power grid, and we're seeking a skilled Reliability and Compliance Engineer to join our efforts.

As a key member of our team, you will work closely with subject matter experts to ensure that our grid meets or exceeds reliability performance requirements. You will review market participant performances, provide reports, and work with entities to improve or mitigate performance issues.

Key Responsibilities:

  • Apply principles, theories, and concepts related to the profession and our organization's culture.
  • Exercise judgment within defined procedures and practices to determine appropriate action.
  • Impact is generally limited to specific assignments or projects.
  • May respond to inquiries and/or provide assistance and/or guidance to lower-level workers.

Additional Responsibilities:

  • Identify performance measures and documentation requirements related to ERCOT regulatory standards requirements.
  • Select, model, and implement performance measures and documentation requirements related to all ERCOT regulatory standards requirements.
  • Monitor and report ERCOT ISO and Market Participant Reliability performance in accordance with ERCOT Protocols and Operating Guides.
  • Monitor ERCOT ISO's Reliability performance in accordance with the FERC, NERC, and Regional Standards, and coordinate with ERCOT SMEs' efforts to mitigate issues and improve Reliability performance.
  • Verify ERCOT ISO meets its reporting requirements for regulatory requirements.
  • Conduct performance and regulatory review of System Events in accordance with the PUC and NERC Event Analysis requirements, and coordinate any efforts to improve performance and associated mitigation plans.
  • Initiate Protocols and Operating Guide revisions within the role of the reliability and regulatory expert for the ERCOT ISO.
  • Check that revisions to Protocols and Operating Guides support NERC Standards, both current and future versions.
  • Provide support to ERCOT staff, PUCT, and Market Participants with respect to improving Reliability and Compliance.
  • Respond to PUCT and NERC requests for information and coordinate responses with the appropriate ERCOT SMEs, including the development, implementation, and ongoing maintenance of routine reports.
  • Attend national and ERCOT regional working group and committee meetings as required, which includes but is not limited to PDCWG, ROS, and TAC.
  • Work with SMEs and other stakeholders to review FERC orders, NERC Reliability Standards, Regional Reliability Standards, and ERCOT Protocols and Operating Guides changes and prepare comments and recommendations on behalf of ERCOT ISO.
  • Support business groups and SMEs to develop, implement, and manage routine audit documentation demonstrating compliance to FERC orders, NERC Reliability Standards (693 and CIP), Regional Reliability Standards, and ERCOT Protocols and Operating Guides.
  • Assist ERCOT ISO personnel with the preparation and participation for NERC and other audits.
  • Update compliance tools, track effort and progress of audits and investigations, and manage library of audit documentation.
  • Evaluate and report ERCOT ISO and Market Participant Reliability performance in accordance with ERCOT Protocols and Operating Guides.
  • Rate ERCOT ISO's Reliability performance in accordance with the FERC, NERC, and Regional Standards, and guide ERCOT SMEs' efforts to mitigate issues and improve Reliability performance.
  • Ensure ERCOT ISO meets its reporting requirements for all regulatory requirements.
  • Ensure that revisions to Protocols and Operating Guides support NERC Standards, both current and future versions.
  • Make recommendations and give consultation to ERCOT staff, PUCT, and Market Participants with respect to improving Reliability and Compliance.
  • Anticipate PUCT and NERC requests for information and develop responses with the appropriate ERCOT SMEs, including the development, implementation, and ongoing maintenance of routine reports.
  • Collaborate with business groups and SMEs to develop, implement, and manage routine audit documentation demonstrating compliance to FERC orders, NERC Reliability Standards (693 and CIP), Regional Reliability Standards, and ERCOT Protocols and Operating Guides.
  • Prepare ERCOT ISO for NERC and other audits and participate in the audits.
  • Coordinate with relevant personnel in each group to ensure the appropriate business processes are in place and documented in the form of descriptive processes or procedures.
  • Confirm ERCOT ISO's Reliability performance in accordance with the FERC, NERC, and Regional Standards, and guide ERCOT SMEs' efforts to mitigate issues and improve Reliability performance.
  • Develop, defend, and ensure that revisions to Protocols and Operating Guides support NERC Standards, both current and future versions.
  • Work with SMEs and other stakeholders to review ERCOT Protocols and Operating Guides changes and prepare comments and recommendations on behalf of ERCOT ISO.
  • Lead business groups and SMEs to develop, implement, and manage routine audit documentation demonstrating compliance to ERCOT Protocols and Operating Guides.
  • Update compliance tools, track effort and progress of audits and investigations, and manage library of audit documentation.

Requirements:

  • Requires minimum 2 years job-related work experience in excess of degree requirements.

Preferred Experience:

  • Experience with SQL Queries, BI Cognos, and/or MS Excel.
  • Understanding of ERCOT Protocols and Operating Guides.
  • Report writing experience.
  • Experience with EMS.

Education:

  • Bachelor's Degree: Engineering or related field (Required).
  • or a combination of education and experience that provides equivalent knowledge to a major in such fields is required.

Work Location:

  • This position is Hybrid. Employees will be required to be on-site in Taylor, TX at least 2-3 days per week, or more, as needed based on the business needs as determined by management.
  • On-site schedules are flexible or may be rotated based on business needs as determined by the Manager.
  • Remote work is required to be performed from your Texas residence.
  • Employees may opt to work on-site more than required or 100% of the time.
