Job Description

Job Summary: We are seeking a highly skilled and experienced Director to oversee the revenue measurement and control functions for the City of Austin Utilities. The successful candidate will be responsible for managing the meter reading and field activities for electric and water utility operations, as well as providing strategic direction and oversight for the business unit.

Key Responsibilities:

  • Manage the programs and policies associated with meter readings and customer-facing field activities for electric and water utility operations.
  • Provide reports and audit oversight for the accuracy, effectiveness, efficiency, and reliability of system meter reads and field activities.
  • Responsible for providing contract management oversight for all entities associated with revenue measurement and control.
  • Negotiate and manage performance measurements for contracts for services provided by vendors.
  • Interpret data and technical specifications to assess potential impact on system metering reliability working collaboratively with Austin Water and Austin Energy operations.
  • Direct meter maintenance and meter exchange projects for Austin Energy; coordinate metering efforts with Austin Water.
  • Manage current diversion and theft of service programs for revenue assurance.
  • Promote confidence and public trust through education, communication, and working collaboratively to build internal and external relationships.
  • Develop and monitor Operations & Maintenance (O&M) and Capital Improvement Projects (CIP) budgets and respond to any deviations from the approved cost/timeline and milestone activities associated with overall revenue measurement activities.
  • Bear responsibility for creating a culture that regards safety and customer service as paramount to operations and customer service delivery.
  • Direct the handling of customer inquiries in a manner that compliments the City of Austin Utilities' brand.

Requirements:

  • Graduation from an accredited high school or equivalent, plus seven (7) years of progressively responsible related work experience, including three (3) years of experience which were in a supervisory capacity.
  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in a field related to Engineering, Business, or Construction Science may substitute for three (3) years of the non-supervisory experience.

Preferred Qualifications:

  • Director-level experience (i.e., managing multiple second-level managers and field-based work units) in a gas/electric/water utility environment with a strong safety culture.
  • In-depth experience with meter-to-cash processes at a gas, electric or water utility.
  • Experience managing technical and field operations supporting an Advanced Metering Infrastructure (AMI) environment and experience with field management software and technical systems integrations.
  • Experience with using data analytics and benchmarking to improve quality assurance, implement process improvements and increase customer satisfaction and self-service.
  • Advanced presentation and business writing skills appropriate to commissions, stakeholders and executive leadership, and the ability to deliver technical information to non-technical audiences.
  • Ability to travel to multiple sites throughout the workday.

Work Schedule:

  • This position is categorized as Essential Personnel with the City of Austin. Essential staff are required to work during emergencies or bad weather if they are scheduled to work and, in some cases, when they are not scheduled.
  • Work hours may include after hours, holidays, and weekends.
  • Shifts may change according to departmental needs.
  • Employee may be required to work additional hours outside of regular work schedule.
