About the Role

VNS Health is seeking a seasoned professional to fill the position of Program Manager, Licensed Clinical Social Worker. This role will be responsible for overseeing the administration of a Behavioral Health Services (BHS) program, ensuring the effective utilization and management of staff, and maintaining the quality of care provided to program participants.

Key Responsibilities
  • Program Management: Manage and oversee the day-to-day operations of the BHS program, including staff supervision, case management, and program development.
  • Staff Supervision: Provide clinical supervision to staff, including assigning, monitoring, and evaluating cases for clinical teams. Conduct regular team meetings and provide backup coverage for program leadership as needed.
  • Case Management: Manage triage and case assignment procedures, new referrals, liaison activities, and staff scheduling to ensure adequate coverage at all times.
  • Policy Development: Collaborate with other team members and BHS leadership in formulating clinical and administrative policies and procedures, preparing policy and procedure manuals, and implementing and maintaining established policies and procedures.
  • Reporting and Compliance: Collect, track, and monitor progress and outcomes for all staff assigned to the team(s); produce and maintain detailed reports for all data pertinent to the program. Report relevant data to funders and central administration as needed.
  • EMR Management: Oversee the maintenance of updated case records for team(s) through the Electronic Medical Record (EMR) system and coordinate effective electronic communication throughout all provider databases, as needed.
  • Financial Management: Monitor the program budget and be knowledgeable of all financial aspects of the program, including reimbursement and purchasing.
  • Quality and Performance: Ensure volume and productivity meet program standards and operations. Oversee compliance of quality and performance indicators, and supervise staff to achieve goals. Perform internal audits to ensure compliance with policies and procedures and take corrective action, as necessary, to address deficiencies.
  • Subject Matter Expertise: Provide clinical subject matter expertise and serve as a resource to supervisors, clinicians, and staff.
  • Community Relations: Promote positive relationships within VNS Health and other community service organizations. Serve as program liaison to other community agencies, negotiating formal liaison and organizing consultation and education for referral sources.
  • On-Call Coverage:
  • Participate in 24/7 on-call coverage schedule and perform on-call duties, as required.
  • Incident Reporting: Investigate complaints registered by program participants, complete Incident Reports, and other safety and quality reports within required time frames.
  • Staff Development: Collaborate with program leadership and other staff in the development and implementation of in-service education programs.
  • Administrative Duties: Perform all duties inherent in a supervisory role, including ensuring effective staff training, interviewing candidates for employment, evaluating staff performance, and recommending hiring, promotions, salary actions, and terminations, as appropriate.
Requirements
  • Licenses and Certifications: Valid New York State driver's license may be required based on program needs. License and current registration to practice as a Nurse, Social Worker, Psychologist, Marriage and Family Therapist, Mental Health Counselor, or other related license in the State of New York is required.
  • Education: Master's Degree in Social Work, Psychology, Marriage and Family Therapy, Mental Health Counseling, Nursing, or other related field is required.
  • Work Experience: Minimum of five years of supervisory and administrative experience with demonstrated competency in program management, budget management, and community relations is required. Strong interpersonal and leadership skills are required. Knowledge of Microsoft applications is required. Prior experience working in a community behavioral health care setting is preferred. Experience with EMR systems is preferred. Knowledge of city and state agency and/or managed care functioning is preferred.
