Job Title: Logistics Manager

PHMC is a leader in public health, and we are seeking a skilled Logistics Manager to join our team. As a Logistics Manager, you will play a critical role in ensuring the smooth operation of our public health preparedness and response programs.

Job Summary:

The Logistics Manager will oversee the planning and coordination of all logistical aspects of public health preparedness and response for the Philadelphia Department of Public Health. This includes supervising a Logistics Unit, ensuring a state of readiness for all supplies and equipment, and ensuring smooth deployment of resources during emergency preparedness drills, trainings, and real responses.

Key Responsibilities:
  • Oversee the Public Health Preparedness Program Logistics Unit, including supervising staff, creating workflows, documenting SOPs, and ensuring readiness for urgent responses.
  • Maintain responsibility for the development and execution of logistical elements of public health emergency response plans.
  • Oversee deployment and recovery of all program inventory and oversee development and maintenance of inventory management systems for both COVID-19 supplies and other emergency response supplies.
  • Develop a staff training program to build readiness in inventory management and deployment and tracking of materiel.
  • Understand logistical elements of responses involving medical countermeasures, including utilization of federal inventory management systems, and oversee the requesting, tracking, and reporting of products.
  • Supervise site surveys, including accessibility evaluations, and ensure maintenance of records for all facilities PDPH may use during a public health emergency.
  • Develop and maintain distribution and transportation plans for all-hazards responses and ensure staff compliance with transportation protocols.
  • Train and oversee staff to manage the organization, transportation, set-up, break down, and safe return of all program supplies and equipment during trainings, drills, and real responses.
  • Liaise with government and private partners to coordinate logistical planning operations.
  • Support the Assistant Program Manager to address information technology needs for the program, including coordinating with Health IT to manage maintenance and upgrades on existing systems, troubleshoot issues, and ensure readiness of technology equipment for emergency responses.
  • Develop trainings, SOPs, and procedural manuals for all systems and processes related to logistics, as well as maintain a Resource Management Plan that outlines overarching strategies to procure, maintain, deploy, and recover resources during emergency response.
  • Support program procurement activities in collaboration with Program Management, such as identifying appropriate items for purchase, getting quotes from vendors, compiling orders, tracking purchases, and liaising with Division Fiscal staff.
  • Oversee operations of DDC warehouse spaces.
  • Ensure effective management of COVID-19 and other emergency medication supplies through the development of plans and manuals and train staff to standard operating procedures and safety considerations.
  • Continually assess gaps and course correct.
  • Supervise staff performing warehouse management activities and liaise with support staff from other Division programs.
  • Conduct other response-related logistics activities in support of the mission of the Division of Disease Control, including distribution of medical countermeasures, procurement of supplies, and support of transportation plans and logistics staffing.
Requirements:
  • Minimum of a bachelor's degree, preferably in public health or a related field.
  • Three or more years of experience working in public health, emergency management, or a related field.
  • One or more years of supervisory experience.
  • Preferred: Knowledge of or experience in inventory management and supply chain logistics, information technology, transportation planning, and administrative functions.
