Program Systems Analyst III

Beshenich Muir & Associates, LLC (BMA) is seeking a highly skilled Program Systems Analyst III to join our team.
The successful candidate will serve as a subject matter expert providing technical guidance and information to meet requirements. They will work independently with minimal guidance on complex projects and assignments, completing tasks that require expert-level application of established methods, procedures, techniques, criteria, and programs.
Key responsibilities include:
- Providing technical guidance and support to ensure the effective implementation of acquisition programs across various technical commodity areas.
- Leading teams in the development and execution of system acquisition products for test and evaluation, including Department of Defense, Army, and Army Test and Evaluation Command regulations, pamphlets, instructions, and guidance.
- Applying Office of the Secretary of Defense methodologies and policies related to assessment of Joint Capability Technology Demonstrations and Advanced Technology Demonstrations.
- Evaluating system-level metrics at various stages of the acquisition process, including Material Solution Analysis, Technology Maturation and Risk Reduction, Engineering and Manufacturing Development, and Production and Deployment phases.
The ideal candidate will have a Bachelor's Degree in Business or a closely related technical discipline, along with fourteen years of progressively responsible experience in the management of acquisition programs across a wide range of technical commodity areas.
A minimum of three years of experience as a team leader of an acquisition project and five years of experience as a practicing analyst responsible for a functional area of an acquisition program are also required.
In addition, the candidate must demonstrate knowledge of the following areas:
- Material Solution Analysis, Technology Maturation and Risk Reduction, Engineering and Manufacturing Development, and Production and Deployment phases of the acquisition process.
- Sufficient familiarity with modern qualitative and quantitative analysis tools to apply to the solution of problems and to provide guidance on the selection and use of such tools.
- Advanced knowledge of modeling and measuring techniques, mathematics, statistical methods, engineering methods, operational mathematics techniques, and other principles of scientific and economic disciplines in determining solutions.
- Knowledge of systems integration techniques, system trade-off analysis, and/or program planning.
- Command and Control Test & Evaluation.
- Agile Software Development.
- Intel Systems.
- Electronic Warfare/Electronic Surveillance Systems.
Experience gained within the last ten years in the operational effectiveness evaluation of Army and Joint Service systems, subsystems, and components in one or more of the following system commodity areas is also required:
- Active Protection Systems; Air Delivery Systems; Air/Missile Defense Systems; Aircraft Armaments;
- Aircraft Systems;
- Automotive Vehicles;
- Command, Control, Communications, Computers Systems;
- Chemical, Biological, Radiological, Nuclear Systems;

- Counter-Unmanned Aerial Vehicle Systems;

- Directed Energy Systems;
- Electronic Warfare/Offensive Cyber Operations Systems;
- Engineering Equipment;
- General Support Equipment;
- Indirect Fire Systems;
- Intelligence, Surveillance, Reconnaissance Systems;
- Missiles/Rockets;
- Optical/Electro-Optical Systems;
- Smoke and Obscurants; and Soldier Systems.
The salary for this role is estimated to be around $140,000-$160,000 per year, depending on experience and qualifications.
This is a 30% travel position, requiring regular business trips to Aberdeen Proving Ground, MD, and other locations as needed.
The selected candidate will be required to pass a background check and hold a Top Secret/SCI clearance.
